Minutes of the Community Enrichment Committee meeting held on Tuesday, July 27th, 2010 at city hall pursuant to notice duly given.
1. Meeting called to order by Mayor Fulton at 8:30 a.m.
2. Election of Chairperson.
Moved by Schreiber to nominate Jack Maas as chairperson.
Mayor Fulton called three times for any more nominations, hearing none a unanimous ballot was cast for Jack Maas as chairperson.
Maas stated he feels this committee is a good thing for our community…enforcing our ordinances; going around the community residents have concerns, need to address the comments from the people.
3. Roll call: Jack Maas, Al Schreiber, Jack Mlnarik, Dale Carper and Ron Banach. Also present: Mayor Fulton and Linda Belongia Administrator and as recording secretary.
4. Mayor Fulton addressed the purpose of this committee; a lot of effort has been put into enforcement, sometimes sporadic, issues come up and sometimes go away, establishing this committee we have a combined effort with the council, fire, police and bldg inspector, a committee to see how and where it goes; need support of committee to back up bldg inspector when he enforces ordinances; keep consistent focus on things; letters go out, maybe issued is worked out for a month or two, this committee will keep things going; Schreiber stated we need to set some policies, after a warning notice goes out, follow up, i.e. garbage bags out before what our ordinance allows…write up citations quicker; Mayor stated we don’t want to turn our city into a “police city”;
Carper stated in the past he has worked with Schreiber and now Banach on some of the same individuals…they come in pay the fine, and continue the problem; Maas stated we have a lot of work to be done…happy with nucleus we have here…will treat people fairly; Mlnarik stated from the fire departments standpoint they have been fortunate with fire issues, mainly illegal burning, and have had compliance on this; absentee landlords seem to be a problem, don’t care of how the property looks as long as the monthly check comes in; Schreiber referenced recent problems in Green Bay with rental properties, rodents, etc; Mlnarik referenced recent program Carper brought to the PFC;
Carper stated we need to educate the people, have to move the debris, have to maintain…; Maas stated the police & fire departments have the support of this committee, bring concerns etc to this group…stated again the membership here is a good nucleus; Mayor stated this committee also gives the community some place to bring complaints; Carper stated what he brought to the PFC is the cadet program from NWTC; these are college students volunteering trying to fulfill the credits they need; this program was first floated in Allouez; man hours are $0 these are students; Maas agreed this is something we should look into; Mlnarik stated the cadets have their own uniforms which are paid for through NWTC; Maas stated maybe we should look at having a designated spot in our local paper…occasionally can site certain ordinances…i.e. fall leave burning…let the people know the rules; Carper stated articles may need to be more visible in the paper instead of just in the legal fine print;
Mlnarik stated having articles and ordinances in the paper makes it easier to enforce, people are aware…and all are treated fairly; Schreiber questioned having a spot on the Time Warner channel; Mlnarik stated getting info to the radio and newspaper…feels this hits the right people; Maas questioned if Banach can go and inspect a house due to the condition? Banach stated yes; Carper stated the police dept will go along to backup Banach….not to enforce as they need a circuit court order to become involved;
Banach stated Joel Portmann’s property manager wants to appear before the Com of the Whole to discuss two properties; Maas stated that should come before this committee first; Banach will make the contact and have the individual attend the next meeting; Schreiber maybe we should look at what worked for the city of Green Bay…with some of their problems;
