1.) Call meeting to order @ 5:00 p.m. by President Rosenfeldt.
2.) Roll Call: Members Present: Dave Rosenfeldt, Ron Filz, Al Schreiber. Members absent: Earl Uhl. Others Present: Mayor Nerenhausen, Bob Mommaerts, & Jamie Younger.
3.) Approval of agenda: Motion by Schreiber second by Filz to approve of agenda as presented. 3 ayes 1 absent. M/C.
4.) Approval of meeting minutes from 2/2/2009: Motion by Schreiber second by Filz to approve of meeting minutes from 2/2/2009 as typed. 3 ayes 1 absent. M/C.
5.) Public Input: None.

7a.) Discussion/possible recommendation/update on Dispute regarding replaced water meter: Bob had asked Joe about the frozen meter, and it was previously frozen before September. The home owner Mrs. Younger stated went down in the basement notice the meter leaking and called immediately. The Younger’s do everything down in the basement: laundry, play darts-there is no heat but not that cold, the furnace is in the basement also. If the meter was cracked or frozen before September it should have been leaking sooner. Motion by Filz second by Schreiber to credit the $30.00 meter base charge to the property owner’s of 518 Fourth Street, Oconto WI. 4 ayes. M/C.

6f.) WDNR Re; private well hook up: The owner put a meter on his private well. The DNR and Wisconsin Public Service Commission do not have a problem with this. Has a bathroom in the garage, there is no cross connection to the house from the private well, all up to date on permits for the well.
6g.) Septic Hauler Comparison: This is January 2009 report, don’t have February’s yet.
6h.) Utility Report: Didn’t get one.
7.) Discussion/possible recommendation/update on the following:
7b.) Bid advertisement limiting bidding on Public Works projects to Wisconsin based Corporation in keeping AB 1 and the City of Oconto shop locally policy: restricting the bidding from going out of state; AB 1, which sets as a goal that at least 20% of the aggregate value of the annual purchases of products and services by a municipality will be from Wisconsin-based businesses. Motion by Schreiber second by Rosenfeldt to recommend to Council to approve allowing only Wisconsin Corporations to bid on Public Works projects in support of Assembly Bill AB 1. 4 ayes. M/C.
7c.) Proceed with advertising for bids for Michigan sewer and water replacement: Recommending to Council to do Hwy 22 this year and Brazeau Avenue next year. If would do both the same year would not have a clean entrance into Oconto. Finance Committee has to approve. Asking county to postpone paving Collins Avenue till next year. Motion by Schreiber second by Filz to recommend to Council to approve to proceed with advertising for bids for Michigan sewer & water replacement. 4 ayes. M/C.
8.)Approval of Accounts Payable for February 2009: Motion by Filz second by Uhl to approve of accounts payable for February 2009 in the amount of $92,019.90. 4 ayes. M/C.
9.) Review of Revenue/Expenditure reports for February 2009: Motion by Filz second by Uhl to approve of the revenue/expenditure reports for February 2009 as presented. 4 ayes. M/C.
10.) Approval of Water Samples: 8 safe 0 unsafe. Motion by Schreiber second by Filz to approve and place on file the 8 safe 0 unsafe water samples. 4 ayes. M/C.
11.) Next meeting date and time: April 6th, 2009 @ 5 p.m.
12.) Adjournment: Motion by Schreiber second by Filz to adjourn @ 5:30 p.m. 4 ayes. M/C.
