Minutes of the Wage & Personnel meeting held on Tuesday, September 7th, 2010 pursuant to notice duly given.
1. Meeting called to order at 5:03 p.m. by Chairperson Schreiber.
2. Roll call: Al Schreiber, Jack Maas and John Wittkopf. Absent/Excused: Marlene Zahn and Jim Stiloski. Also present: Mayor Fulton, Atty. Calvert and Linda Belongia Administrator and as recording secretary.
3. Moved by Wittkopf seconded by Maas to approve of the agenda as presented.
Motion carried upon verbal voice vote. 3 ayes
4. Chairperson Schreiber stated the committee may vote to convene into Closed Session pursuant to notice duly given and as allowed by Wis. Stats. 19.85(c), (e) & (g) to meet with Atty. Calvert regarding negotiation strategy.
Moved by Wittkopf seconded by Maas to convene into Closed Session at 5:04 p.m.
Motion carried upon verbal roll call vote. 3 ayes

5. Moved by Maas seconded by Schreiber to reconvene into Open Session at 5:34 p.m.
Motion carried upon verbal voice vote. 3 ayes
6. Discussion on position of webmaster for city website. Belongia stated $2500 has been budgeted for the city website, is recommending that these duties be allocated to Kale Proksch; he has done an excellent job maintaining the park, rec & harbor areas on the website; Belongia will remain administrator to oversee, but would like the updating, etc handed over to Proksch; Maas agreed, Proksch is doing an excellent job for the city…agrees with this recommendation…feels this will be a reward for Proksch…Administrator time is more valuable for other things;
Moved by Maas seconded by Wittkopf to recommend to Com of the Whole the creation of the position of webmaster to maintain the city website and allocate these duties to Kale Proksch.

7. Discussion on amending ordinance for position of city attorney; Belongia stated amendment pretty much follows state statute;
Moved by Wittkopf seconded by Maas to recommend to Com of the Whole amending the ordinance for the position of City Attorney.

8. Discussion on salary for position of city attorney. Maas stated we need to determine what duties we want our city attorney to do…need someone versed in different areas…or else we could stay with the same salary as we had for the elected city attorney position; Belongia provided some communities ranges of salaries for city atty; Mayor suggested we get some job descriptions from other communities;
Zahn arrived at 5:44 p.m.
Belongia will get job descriptions and bring to next meeting, asking if those communities do labor issues in house…also what about bonding and TID’s;
9. Brief discussion on setting a monthly meeting for wage & personnel; feel when a meeting is needed, one can be called, no need for set dates.
Moved by Wittkopf seconded by Zahn to have meetings as needed.
