Minutes of the Wage & Personnel Committee meeting held on Monday, March 30th, 2009 at city hall pursuant to notice duly given.

1. Meeting called to order at 5:00 p.m. by Chairperson Heier.
2. Roll call: Lloyd Heier, Sue Exworthy, John Wittkopf, Marlene Zahn and Al Schreiber. Also present: Mayor Nerenhausen, Jack Maas, Council President & Finance Chairperson, Kale Proksch, Park, Recreation, Forestry Director and Linda Belongia, Administrator and as recording secretary.

3. Moved by Schreiber seconded by Zahn to approve of the agenda as presented.
Motion carried upon verbal voice vote. 5 ayes

4. Discussion/recommendation on recommendation from Park & Recreation to create a Park Supervisor and Pool Manager position with budgeted 2009 funds;
Proksch stated he would like a park maintenance supervisor to have more direction in his absence…more structure…better flow for the department; Exworthy questioned pool manager position…keeping below 599 hrs…no retirement benefits…questioned Proksch if he had anyone in mind for the position; Proksch stated not sure if Rory Cisar is coming back…will advertise if he doesn’t; for the Park Supervisor will be taking one of the LTE employees and giving that individual the position and job responsibilities…someone has been doing this for approx 3 years; Exworthy stated these two positions will enable restructuring according to the flow chart he created; Schreiber questioned the wages; Exworthy questioned if these positions will be seasonal…and how does wage & personnel play into this? Proksch commented on Wittkopf’s concerns on creating these positions; Mayor stated having a park supervisor is similar to a foreman; Heier stated or a lead person; Zahn stated with no increase in pay for these two positions…all would be kept within the budget; Schreiber stated he has no problem with the positions…not quite sure on increasing the wages from an LTE to the supervisor position….could see an increase of maybe $.75/hr…;

Moved by Exworthy seconded by Schreiber to recommend to Council to approve of creating the position of Park Supervisor at $9.25/hr and the Pool Manager position at $10.84/hr; said Pool Manager position to be no more than 599 hrs, with both positions being limited term employees.
Motion carried upon verbal voice vote. 5 ayes

5. Discussion on recommendation from the Airport Commission to create part-time positions for an Airport Manager and Common Laborer;
Belongia explained currently how these duties are being fulfilled at the airport; the contracted position not true contractual…have legal opinion from county’s labor atty and Atty. Mraz; laborer duties have been fulfilled by some of the airport commissioners, viewed as conflict of interest;

Moved by Zahn seconded by Exworthy to recommend to Council to approve of creating two part-time positions of the Airport Commission, an airport manager and common laborer.
Motion carried upon verbal voice vote. 5 ayes

6. Alderperson Wittkopf stated he asked for discussion on the hiring procedure for all part-time employees; overall all part-time employees should be city residents…should be wage & personnel doing the hiring; Wittkopf referenced harbormasters…. Cletus…not a city resident; Mayor referenced the campground manager…how do we define someone who lives here six months and elsewhere for the other six months; Mayor…how do you define? Exworthy stated this comes back to residency…either all or… Belongia stated at the end of last season Proksch did exit interviews on the employees he supervised…some may have think they’re coming back…if the committee is looking at putting such a policy in place on hiring only city residents…could put such a policy in place for next year; Schreiber stated not a bad idea to look at hiring from city residents first…don’t know we can set a policy on residency; Heier referenced the hiring of part-time coming through wage & personnel…don’t want to micro manage…have full time people such as Kale and Jeremy; Exworthy after discussion…feeling of wage & personnel…open positions…qualified employees;

Moved by Schreiber seconded by Wittkopf to direct Belongia to issue a memo to Public Works and Park & Rec that if possible LTE positions should be filled by city residents.
Motion carried upon verbal voice vote. 5 ayes

7. Heier stated the committee may vote to convene into Closed Session pursuant to notice duly given and as allowed by Wis. Stats. 19.85(1)(b) for consideration of authorizing an investigation on complaint(s) regarding certain employee(s).

Moved by Zahn seconded by Wittkopf to convene into Closed Session at 5:33 p.m.
Motion carried upon verbal roll call vote. 5 ayes

Also included in the Closed Session: Mayor Nerenhausen and Jack Maas.

8. Moved by Wittkopf seconded by Zahn to reconvene into Open Session at 5:45 p.m.
Motion carried upon verbal voice vote. 5 ayes

9. Moved by Exworthy seconded by Zahn to adjourn. M/C
