Minutes of the Police & Fire Commission meeting held on Monday, June 8, 2009 at City Hall pursuant to notice duly given.

1. Meeting called to order at 6:00 p.m. by President Olson.

2. Roll Call: Dick Olson, Tim Longsine, Steve Gering, Gene Berth and Ron Hayes
Also present: Chief Carper, Chief Ladwig and Mayor Nerenhausen

3. Moved by Hayes second by Gering to approve of the agenda as presented.
Motion carried upon verbal voice vote. 5 ayes

4. Moved by Longsine second by Berth to approve of the minutes from 5/11/09 meeting.
Motion carried upon verbal voice vote. 5 ayes

5. Correspondence: Chief Carper reported he received a card in the mail with $20.00 enclosed; Received from a person they deal with on occasion…had given a ride home from the hospital in April; Will deposit in Crime Prevention Fund;

6. Public Input: Mayor stated he talked to the contractor regarding Highway 22 construction to see if it’s possible to have barricades moved for Copperfest weekend; Signage will be for local traffic only…other vehicles won’t be stopped unless necessary;

7. Citizens Complaint:
Longsine stated he has same complaint as a few months prior regarding garbage piling up at neighbors home; Mayor stated it is a legal issue now…turned over to Atty. Mraz; Carper stated that Banach said he’s taken care of Bob Radzinski issues; Longsine stated he is running recycling business in a residential area;
Olson reported he received a phone call from a woman regarding loud music and noise from cars; Officer Sowle stated they try to stop as often as they can but as soon as squad is spotted, music is turned down immediately;

8. Discussion/action/update on:
a. Proposals for light bars;
Carper submitted proposal from Detective Szczepaniec of the Sheriff’s Department…list price of $2,300.00…proposed price of 1,300.00; Carper stated this is a good price; Carper reported the sheriff’s department donated use of on an old light bar to replace intermittent one; Berth stated we were given light bar, not a loan; Questioned if needed to forward on to Finance; Hayes stated if we can find $1,300 in budget we won’t have to go to Finance;
Moved by Hayes second by Gering to instruct Carper to find $1,300.00 within budget to purchase one light bar;
Motion carried upon verbal voice vote. 5 ayes
b. ISO Information;
Ladwig stated he received copy of 2004 ISO analysis from City Administrator; Ladwig stated they have started with hose testing…9 failures…had not been tested since 2004; Hayes questioned if anyone was concerned about complying with deficiencies…if a hose burst, a firefighter gets hurt; Longsine suggested this topic be put on the agenda every month for updates; Hayes stated it was not the Commissions’ job to oversee that things are getting done; Mlnarik stated that the hose failures were not catastrophic…fixable; Mlnarik stated Chief’s job to monitor, but was not done in the past…serious deficiencies but not all personnel…equipment is a lot of the problem; Hayes stated our departments rating is lower than that of a volunteer department; Gering suggested setting up a program to deal with big items…budget in new hoses; Ladwig stated standards are constantly changing…if we had an evaluation done now, we’d fail; Discussion on areas that could be improved to get a better rating; Gering stated the members of department could put a proposal together as to what can be done to improve rating; Commission members agreed to have ISO information on as an agenda item for the upcoming months to receive updates on progress;
c. Olson stated the commission may vote to convene into Closed Session pursuant to notice duly given and as allowed by Wis. Stats. 19.85 (1)(b) for discussion on job duties for fire department personnel;
Moved by Hayes second by Berth to convene into Closed Session at 6:45 p.m. Motion carried upon verbal roll call vote. 5 ayes
d. Moved by Hayes second by Longsine to reconvene into Open Session at 7:30 p.m.
Motion carried upon verbal voice vote. 5 ayes

9. Review/recommend Police/Fire/Ambulance Dept. reports including Fire/Ambulance overtime reports;
Moved by Hayes second by Gering to accept reports as presented.
Motion carried upon verbal voice vote. 5 ayes

10. Approve accounts payable/check register dept. reports;
Moved by Hayes second by Gering to accept reports as presented.
Motion carried upon verbal voice vote. 5 ayes
Ladwig reported that Josh Bostedt requested to have a 24-hour hazmat training class…$45.00 plus tax for books for each department participant;
Moved by Hayes second by Gering to approve hazmat training fro firefighters;
Motion carried upon verbal voice vote. 5 ayes

11. Moved by Hayes second by Berth to approve of the expense and revenue reports
as presented.
Motion carried upon verbal voice vote. 5 ayes
Ladwig stated the engine had to be replaced on Chevy Suburban…found used one for $500.00.

12. Report on meetings/conferences/seminars attended.
Ladwig reported he attended Oconto County EMS Council…appointed to a committee; Will have a meeting with Town of Little River Fire Chief…planning on departments getting together…training with them … invited to take part in a control burn with their department;

13. Moved by Longsine second by Berth to adjourn. M/C
Meeting adjourned at 7:45 p.m.
