Oconto Utility Commission meeting minutes held on Monday August 2, 2010

1.) Call meeting to order @ 5:00 p.m. by President Rosenfeldt.
2.) Roll Call: Members present: Dave Rosenfeldt, Earl Uhl, Al Schreiber, Jim Lacourciere. Member Excused: Ron Filz. Others Present: Bob Mommaerts & Joseph Stiloski.
3.) Approval of Agenda: Motion by Lacourciere second by Uhl to approve of agenda as presented. 4 ayes. M/C.
4.) Approval of meeting minutes from 6/28/2010 & 7/6/2010: Motion by Schreiber second by Uhl to approve of meeting minutes from 6/28/2010 & 7/6/2010 as typed. 4 ayes. M/C.
5.) Public Input: None.
6.) Correspondence:
6a.) Ask Ann: Regarding employee pictures on the web page, not a good idea. Informational.
6b.) Rural Water E-News 7/1 thru 7/20: Informational.
6c.) WRWA Legislative Alert: Regarding the phosphorus regulations. Bob sent comment that not in favor. It will take a number of years before it will be passed.
6d.) Septic Hauler Comparison: Everything ok.
6e.) Utility Report: Report handed out at meeting. Informational.
7.) Discussion/possible recommendations/updates on the following:
7a.) Approval of private well permits: 3 on the list & all came back safe for the samples. Motion by Uhl second by Lacourciere to approve of the 3 private well permits at 1407 McDonald Street, 890 West Mott Street, & 512 Sixth Street. 4 ayes. M/C.
7b.) Relay corroded watermain on southeast side of city: Last year all services off of Clark Avenue to put on other streets trying to get rid of the water problem, but the two homes are still having problems. Tried polypigging & cannot get it cleaned. The old metal mains are just corroded (Bob showed pictures). The two homeowners have called the Department of Natural Resources regarding the water, so the DNR will make us fix the problem. Will be from Second Street from Knapp Avenue to Krueger Avenue, all but one block on Third Street, two blocks on Fifth Street. Cost is approximately $185,000 to $195,000. Would just be a patch for the roads. Would do a Change Order with DeGroot Construction, Inc. to do the work. The contract for Cook Avenue got reduced by $176,000. Third Street-Scherer Avenue to Willow. Collins to Krueger Avenue; Second Street- Knapp Avenue to Krueger Avenue; Fifth Street-Scherer Avenue to Willow. There is 4,740 feet. DNR is coming on Friday, August 6th. Bob used the bid amount from the current contract to come up with an estimated amount. Motion by Lacourciere second by Uhl to recommend to Council to approve of the change order to DeGroot, Inc. for replacing corroded watermain on southeast side of the city on various streets. 4 ayes. 8.) Approval of Accounts Payable for July 2010 in the amount of $114,703.40: Motion by Uhl second by Lacourciere to approve of accounts payable for July 2010 in the amount of $114,703.40. 4 ayes. M/C.
9.) Review of Revenue/Expenditure Reports for July 2010: Bob told the committee members looking into using recycled water at the wastewater treatment plant. Motion by Schreiber second by Lacourciere to approve of the revenue/expenditure reports for July 2010 as presented. 4 ayes. M/C.
10.) Approval of Water Samples: 8 safe 0 unsafe. Motion by Uhl second by Schreiber to approve and place on file the 8 safe 0 unsafe water samples. 4 ayes. M/C.
11.) Next meeting date & time: September 13, 2010 at 5 p.m.
