Meeting minutes of the Oconto Utility Commission held on October 4, 2010

1.) Call meeting to order by President Rosenfeldt, Sr. at 5:04 p.m.
2.) Roll Call: Members Present: Dave Rosenfeldt, Earl Uhl, Al Schreiber, Jim Lacourciere & Ron Filz. Others Present: Jeremy Wusterbarth.
3.) Approval of agenda: Motion by Schreiber second by Lacourciere to approve of agenda as presented. 5 ayes. M/C.
4.) Approval of meeting minutes from 9/13/2010: Motion by Uhl second by Lacourciere to approve of meeting minutes from 9/13/2010 as presented. 5 ayes. M/C.
5.) Public Input: President Rosenfeldt, Sr. would like to see more lighting around the water towers, lift stations & pump houses if possible.
6.) Correspondence:
a.) Rural Water E-News 9/1/2010 thru 9/29/2010: Informational.
b.) Septic Hauler Comparison: Not many hauling for August. Sutrick is not hauling yet due medical reasons. Willems and Pal’s are more than likely picking up his customers.
c.) Drinking Water Code Revisions: Informational.
d.) Utility Report: Will get an update next month, meters have not changed; water loss from flushing is not completed yet.
7.) Discussion/possible recommendations/updates on the following:
a.) Sanitary Sewer Cleaning Oconto Sanitary District [17,022’]: The maintenance people for the Oconto Sanitary District had contacted Bob on cost of cleaning 17,022 lf of 8” & 12” diameter sanitary sewers. Bob arrived at a cost of $.90 per lineal foot. The cost for a contractor to do the work was approximately $.40 lf. We are not in the business to clean sanitary sewers let the contractor do the work. Good job on getting a price together. We would use the Vacon.
b.) Purchase of 10 Sensus iPerl water meters: Bob has the info from a conference that attended. These meters have a 20 year life program. The signal to computer on high usage, low usage. Would like to order 10 and install in the city of Oconto employees homes. These meters are to be more accurate than the Badger meters. Sensus iPerl meters cost $100 to $110 per meter, Badger $130.00. Would like to have both meters plumbed in to see the actual difference between the two. Meter replacement will be here soon enough. Both meters are battery powered. Takes 15 to 20 minutes to install. Best to see how they work now than waiting when have them installed and do not like how they work. Why wait to the last minute.
Motion by Uhl second by Lacourciere to approve of the purchase of 10 Sensus iPerl water meters and install in city of Oconto employee homes. 5 ayes. M/C.
c.) Private Well Permits: There are three, have been paid for. 10 haven’t done anything. 5 are going to be abandoned. There was a well found at the Brazeau Ave old Laundromat when Carlie was razing the building. Utility will take care of the well. Motion by Schreiber second by Filz to approve of the three private well permits to Holtwood baseball diamonds 1 & 2; 344 Cook Ave.; 209 Madison St. 5 ayes. M/C.
8.) Approval of Accounts Payable for September 2010 in the amount of $150,565.29: Question on why are there two payments to Donald Nerenhausen? Bought his surveying equipment, Don is retiring from it. When coded to get paid split the amount between water and sewer. Motion by Schreiber second by Uhl to approve of the September 2010 accounts payable in the amount of $150,565.29. 5 ayes. M/C.
9.) Review of Revenue/Expenditure reports for September 2010: The utility clerk handed out an updated revenue guideline. Motion by Lacourciere second by Schreiber to approve of the revenue/expenditure reports for September 2010 as presented. 5 ayes. M/C.
10.) Approval of Water Samples 5 safe 0 unsafe: Motion by Filz second by Uhl to approve & place on file the 5 safe 0 unsafe water samples for September 2010. 5 ayes. M/C.
11.) Next meeting date & time: November 1, 2010 @ 5 p.m.
12.) Adjournment: Motion by Schreiber second by Uhl to adjourn at 5:28 p.m. 5 ayes. M/C.
