Minutes of the Community Enrichment Committee meeting held on Monday, October 11th, 2010 pursuant to notice duly given.
1. Meeting called to order at 8:36 a.m. by Chairperson Maas.
2. Roll call: Jack Maas, Jack Mlnarik, Dale Carper and Ron Banach. Absent: Al Schreiber.
Linda Belongia Administrator and as recording secretary also present.
3. Moved by Banach seconded by Mlnarik to approve of the agenda as presented.
Motion carried upon verbal voice vote. 4 ayes
4. No correspondence or public input.
5. Moved by Mlnarik seconded by Maas to approve and place on file as typed the minutes from the 8/9/2010 meeting.
Motion carried upon verbal voice vote. 4 ayes
6. Discussion/possible action/recommendation on:
a. 405 First Street. Banach stated the owners are two years delinquent in property taxes; Belongia provided copy of letter that was electronically sent from John Bayer on behalf of Oconto River Condominium, LLC and a copy is included for the file; Via conference call the committee discussed this property with John Bayer and Richard Woods; Maas questioned what is the intent of the owners for this property…what can they do to better secure the property? Bayer stated it appears that entrance is being gained from the river side; will try to put up a chain link fence around the back to help deter entering the bldgs; Bayer stated they have greatly reduced the asking price; verbal consensus of the committee is to enforce the condemnation order; Bayer stated they are trying to recoup what they still owe on property; are looking at possibly having a fire sale or even advertising it on Craig’s List; Bayer stated they are asking $100,000 for the property;
Maas stated the committee verbally agrees to giving 30 days for Pier’s Edge to come back to the city and inform us of any changes on the property. Bayer stated if within 30 days nothing happens, they understand the city’s position.
NOTED: 8:57 a.m. Dale Carper left meeting.
Bayer stated they have been contacted by a demolition contractor from Oconto Falls.
NOTED: 9:00 a.m. Atty. Frank Calvert arrived.
b. Report by Ron Banach on 135 Washington Street. Banach stated the owner, Karen Angus did clean up a couple of things on the property…invited her to the meeting, but received no response; now property is for sale;
Banach stated he also called Joel Portmann as a follow up from our previous meeting…no response; also tried going through Portman’s manager to get Portmann to return calls, no response; per the meeting Portmann attended, he was to be in contact with Banach within one week…and that was a couple of meetings ago;
c. Discussion on establishing entrance and exit inspections on rental properties by the Building Inspector. Banach will check with other communities on how they handle this, and if done by ordinance, will get a copy…stated he has talked to some inspectors on these type of inspections….some good and bad comments;
Maas stated now is the time to take the next step with some of the properties, especially if the properties are up for sale;
Banach went back to 135 Washington Street, stating the property is live able; Maas stated Banach should issue the orders to bring this property into compliance with our ordinance, and if the owner doesn’t follow through, the issue is then turned over to our city attorney;
d. Maas questioned Banach on Portmann property on McDonald Street, someone recently has moved into the back apartment; Banach stated he will check on this;
e. Complaint on Law enforcement and semi parking tabled to next meeting to discuss with Dale Carper.
f. Report from Dale Carper on Cadet program, tabled to next meeting.
g. Belongia briefly informed committee on City of Green Bay’s extension ordinances regarding rental properties; fees for inspections, etc; Maas stated we will table this till Banach reports back on information to establish entrance and exit inspections.
h. Belongia informed the committee of two types of funding programs through Dept of Commerce; one is currently provided through NEWCAP…committee didn’t feel we should compete with NEWCAP; the other program is a loan given out by the city, that would not have to be paid back as long as the property owner remained living at that property; Maas stated at this time, this isn’t something the city would be interested in;
Atty. Calvert brought the committee up to date on the property at 171 Mott Street; property has a new owner as of last week; new owner’s desire is to repair the property; time period has lapsed…had had court hearings, etc; Banach stated this has been going on since last April; Atty. Calvert stated issue is costs of repairs vs. demolition; which was does city want to go? Maas stated if the order has been issued for razing, need to follow through; Belongia asked Banach if the property was in compliance with our code or the state building code? Banach stated no…he made one inspection and asked a fireman to go with him as a witness when he inspected the property; Mlnarik stated as a fireman he was the individual who went as a witness for Banach, and at the time his opinion was that the property was not live able; Maas stated this is for information only, need to continue moving forward with the razing;
7. Next meeting will be Thursday, November 11th, 2010 at 8:30 a.m.
8. Agenda items: 405 First Street; Report from Banach on entrance and exit inspections; Report from Banach on 135 Washington Street and Portmann properties; Complain on law enforcement and semi parking; Report from Dale Carper on Cadet program.
