Finance Committee minutes 10/8/2010

Minutes of the Finance committee meeting held on Friday, October 8th, 2010 pursuant to notice duly given.

1. Meeting called to order at 11 a.m. by Chairperson Maas.
2. Roll call: Jack Maas, Dick Doeren, Ed Young, Roger Reed and Terri Berth. Linda Belongia Administrator and as recording secretary also present.
3. Moved by Reed seconded by Berth to approve of the agenda and addendum as presented.
Motion carried upon verbal voice vote. 5 ayes
4. No correspondence or public input.
5. Discussion on 2011 budget requests. After first meeting with department heads, etc the proposed mill was cut from $10.47 to $8.74 per thousand; many depts. worked with the finance committee and suggested additional reductions in their budgets to get us to the allowable levy per the statute;
6. Moved by Doeren seconded by Reed to recommend the proposed 2011 budget to the Committee of the Whole.
Motion carried upon verbal voice vote. 5 ayes

Addendum:
Discussion on request to transfer $20,000 from the Industrial Development Commission budget to the Tourism budget for fishing tournaments; this was referred back to finance by action at the 10/5/2010 Com of the Whole meeting; Young questioned how are we going to treat other tournaments…are we going to give something to all of them? Maas stated there has been no commitment by the city to date; Discussion on not knowing where or how the $20,000 will be spent; Doeren stated that is all explained in the power point; Belongia suggested because of the questions etc raised, that the finance committee refer this to council with no recommendation; after the power point presentation action then can be taken from the council floor on the request for the transfer.
Moved by Reed seconded by Young to send the request to transfer $20,000 from the Industrial Development Commission budget to the Tourism budget for fishing tournaments to Council with no recommendation from Finance.
Motion carried upon verbal voice vote. 5 ayes

7. Moved by Young seconded by Reed to adjourn. M/C
