RDA Minutes 10/19/2010

Minutes of the Redevelopment Authority Commission meeting held on Tuesday, October 19, 2010 pursuant to notice duly given.

1. Mayor Fulton called meeting to order at 4:00 p.m.
2. Election of chairperson.
Motion by Jim Lacourciere to nominate Jack Maas as Chairperson.
Maas declined.
Motion by John Lasley to nominate Russ Young.
Young declined.
Moved by Maas seconded by Young to nominate Jim Lacourciere as Chairperson.
Moved by Young seconded by Maas to suspend the rules and cast a unanimous ballot for Jim Lacourciere as chairperson.
Motion carried upon verbal voice vote. 4 ayes
3. Roll call: Jim Lacourciere, Jack Maas, Russ Young and John Lasley. Also present: Mayor Fulton, Jeff Belongia, Atty. Frank Calvert and Linda Belongia Administrator and as recording secretary. L Belongia stated that on 10/18/2010 Bill Gallagher, Jr. submitted his resignation from the RDA committee. Mayor Fulton will be making appointments to fill the three vacancies on the RDA.
4. Moved by Maas seconded by Lasley to approve of the agenda as presented.
Motion carried upon verbal voice vote. 4 ayes
5. No correspondence or public input.
6. Chairperson Lacourciere stated that the RDA may vote to convene into Closed Session pursuant to notice duly given and as allowed by Wis. Stats. 19.85(1) (e) regarding project application # RDA 2010-01.
Moved by Maas seconded by Lasley to convene into Closed Session at 4:01 p.m.
Motion carried upon verbal roll call vote. 4 ayes

Also included in the Closed Session: Mayor Fulton, Atty. Calvert and Jeff Belongia.

Closed Session

7. Moved by Maas seconded by Young to reconvene into Open Session at 4:25 p.m.
Motion carried upon verbal voice vote. 4 ayes

8. Moved by Young seconded by Maas to recommend to Council a loan to RDA # 2010-01.
Motion carried upon verbal voice vote. 4 ayes
9. No future meeting date set at this time.
10. Moved by Maas seconded by Lasley to adjourn. M/C
