Minutes of the Wage & Personnel committee meeting held on Thursday, January 6, 2011 pursuant to notice duly given.
1. Meeting called to order by Chairperson Schreiber at 4:00 p.m.
2. Roll Call: Al Schreiber, Jack Mass, Jim Stiloski, Marlene Zahn, John Wittkopf
Also present: Mayor Fulton, Chief Mlnarik, Attorney Calvert and Carol Stewart as recording secretary.
3. Moved by Maas seconded by Zahn to approve of the agenda as presented.
Motion carried upon verbal voice vote. 5 ayes
4. Moved by Wittkopf seconded by Maas to accept and place on file
the meeting minutes from 12/09/10.
Motion carried upon verbal voice vote. 5 ayes
5. Public Input/Correspondence:
Chief Mlnarik submitted cost analysis report which shows the results of the decision to hire and additional firefighter, an estimated cost of $26,419.00;
6. Chief Mlnarik stated he favors the addendum to contract to allow the firefighters to take vacation even when he is off…2 lieutenants to handle duties in his absence; Maas stated that he doesn’t know what it would entail to change a contract; Schreiber stated he has talked to other departments and they are already operating under same thing…Mlnarik was not Chief during negotiations, otherwise this may have been requested at that time; Atty. Calvert stated it can be done as long as the council approves it; Stiloski stated if the fire department wants an addendum we may be setting a precedence…we have four contracts to deal with; Mlnarik stated he felt this was a small concession in the big picture; Calvert stated it can be done as long as it’s a mutual agreement…Police and Public Works departments are already doing the same thing; Stiloski stated the people who negotiated the contract are not here…addendum defeats why we negotiated contract…wants legal advice; Calvert stated he just gave legal advice; Mayor Fulton commented on Atty. Calvert’s statement…other departments are already doing what the addendum proposes…there would not be a precedence; Wittkopf stated Chief Mlnarik has right to request the addendum for the firefighters with signed request by union and approved by Council;
Moved by Wittkopf seconded by Zahn to approve addendum to contract with signed documentation between union and City;
Motion carried upon verbal voice vote. 3 ayes 2 no - Stiloski & Maas
Maas and Stiloski stated they are not opposed to what Chief Mlnarik proposed…take to union for approval and the bring it back;
7. Chairperson Schreiber stated the committee may vote to convene into Closed Session pursuant to notice duly given and as allowed by Wis. Stats. 19.85(1) ©, (e) & (g) for discussion on position of Building Inspector.
Moved by Wittkopf seconded by Stiloski to convene into closed session @ 4:22 p.m.

8. Moved by Wittkopf seconded by Stiloski to convene into open session @ 4:38 p.m.

9. Discussion on sample language establishing furlough policy…copy of the Oconto County voluntary leave without pay was reviewed; Maas stated this policy didn’t refer to mandatory furloughs…thought it would be mandatory; Calvert stated this issue aroused when Mr. Mommaerts requested to take 1voluntary week without pay after receiving 2% raise; Wittkopf stated Mommaerts did not want the 2% increase…an addition week of vacation instead but it was denied; Stiloski stated we could not take away 2% raise because the ordinance had already been passed; Maas referred to minutes from last meeting…did not state if the leave would be voluntary or mandatory; Calvert suggested looking at voluntary one; Maas stated if you don’t make it mandatory, he doesn’t have to take furlough; Calvert stated to take back and draft one with modifications
10. Moved by Maas seconded by Zahn to draft an ordinance and bring back for next meeting.

11. Tabled discussion on sections of the SOG’s until next month…unable to review because of copying issue;
12. Chief Mlnarik submitted a copy of a Performance Evaluation form along with the example from Steve Gering that UW-Green Bay uses; Mlnarik stated he didn’t think it was necessary because when something is wrong, it is fixed immediately…not afforded the time to wait; Gering stated that this would be an annual review…every employee deserves that…on a daily basis, coach your employees…the annual review is what would be put in the employees file; Longsine stated he liked the form that Mlnarik came up with; Mlnarik stated he’s not sure what the union’s response as far as implementation would be… the evaluation is not used to determine raises; Carper stated that we would need to establish ground rules as to the intent; Hayes stated the evaluation would be a way to force dialog that may not be taking place;
13. Hayes commented on the fire department ISO rating being upgraded from a Class 5 to a Class 4…great accomplishment; Mlnarik stated all the things that they were able to address were done at little or no cost;
14. Mlnarik submitted a cost analysis stating the analysis reflects the overall cost savings of adding the seventh firefighter beginning July, 2010…an overall savings of $26,419.00 annually; Mlnarik added that there is $24,000 left over in the overtime budget and noted the amount of sick time used…May thru November…0 hours used…something the firefighters should be commended on;
13. Moved by Wittkopf seconded by Maas to adjourn. M/C
