Minutes of the Community Enrichment Committee meeting held on Monday, January 24, 2011 pursuant to notice duly given.
“Unapproved”
1.) Call meeting to order at 8:30 a.m. by Chairperson Maas.
2.) Roll Call Members Present: Ron Banach, Jack Maas, Al Schreiber, Jack Mlnarik, & Dale Carper. Others Present: Mayor Fulton.
3.) Approval of agenda: Motion by Schreiber second by Mlnarik to approve of the agenda as presented. 5 ayes. M/C.
4.) Approval of meeting minutes from 12/13/10: Motion by Schreiber second by Mlnarik to approve of meeting minutes from 12/13/10 as typed. 5 ayes. M/C.
5.) Public Input/Correspondence: The committee members received Attorney Calvert’s memo regarding the occupancy permit ordinance. The occupancy permit ordinance is on the agenda will discuss on item 6c. Al would like Ron to know that 321 Congress Street looks like a major landfill.
6.) Discussion/recommendation/possible action on:
a.) 405 First Street: The letter from John Bayer was in everyone’s packet. Gave thirty days & then an extension. Gave deadlines for separate issues. The city isn’t looking at tearing down the building; have to keep pushing for things to get done. They are not getting things done fast enough. What can the city do to help? Give time to market. Send a response to Woods-Associates to saying people can contact us for info. The realtor should put up some kind of signage that the building is for sale. Need to make the property presentable to sell, trees & shrubs need to be cleaned up. Motion by Schreiber second by Carper to send a letter to Woods-Associates, Inc. stating need to put up signage to make the building more marketable and to clean up the inside. 5 ayes. M/C.
b.) Report on action take by Ron Banach on 135 Washington Street and Portman Properties: Ron got a phone call from Karen’s son Andy & said that he could not make the meeting today, but can be reached by phone. Ron stated did clean up but the house needs siding. Portman is aware that want him at the meeting.

Next meeting will be February 7, 2011. Ron had sent a list of things on the rentals to Portman. At 1515 Main Street no dumpster permit and no permit for replacing the roof. Mr. Portman would like the city to be more cooperative. Need more rental owners on the committee feels likes being singled out. Not picking on Mr. Portman just has more rental properties than other landlords. Jack Maas asked how much has been done on the properties, Ron stated no progress. The committee would like to see something done. Mr. Portman stated he is getting things done; can take Ron to show plus have receipts. Al would like to have the porches cleaned up, get rid of the junk. The committee understands that cannot paint right now, but other things can get done. The city is not in the business to control renters. Mr. Portman should give out copies of the city ordinances and the garbage & recycling schedule to his tenants. Portman has to take some responsibility for his properties. Portman-stated he can tell his tenants to clean up or get out but that takes months, if the city does it they would clean up faster. Carper feels that if Portman relay the standards to the renters make the process a bit easier then when a citation is written out & the renter states they didn’t know. Last time Portman was here he stopped in at the rental properties will do the same today. Some people just need to be babysat. Maybe there are some things we can help you with. The city does not have enough staff to police. Not all the properties need to get cleaned up at once but a few things can get cleaned up here & there. If need help paying to get things done check with NewCap, they help low income families. Ron provided a list of things that need to be done. Portman wants cooperativeness from the city. Should be common sense for people to come in & see what ordinances are and when garbage days are. Some people just don’t do that without being told. Jack Mlnarik stated are being cooperative by given a list of things to fix. When make an improvement call Ron. Will give time to get things done, report back on April 4th, 2011. If NewCap needs our help we will. Ron will send minimum requirements to Portman & a copy of the ordinance on the garbage.
c. Draft of Ordinance amending Housing code creating a section for Occupancy Permits: Take out [to occupy, or] and change City of Marinette to City of Oconto. Ron handed out a copy of City of Green Bay’s public nuisances; committee can look over and bring back to next meeting. To hire someone to buy lumber & charge it to the owner would probably have to come from a court order, don’t think we can do that on our own. Will have to have Attorney Calvert at next meeting to answer that question. In the Attorney’s memo under #1 that there is some question as to whether this was intended to apply to all estate transactions? No, only to rentals. For #2. Apply to various elderly, low income and assisted living complexes in the City, not intended that way. Would like to have Frank at next meeting to explain his thoughts on this. Bring the draft of ordinance amending housing code creating a section for occupancy permits to the next meeting.
d.) Complaint on Law Enforcement and Semi Parking: Dale had talked to the officers to enforce. Anymore complaints pass on to Dale & he will take care of it. Told the officers to watch for it. When someone calls in to complain will check on it & make note.

Ron handed out informational emails regarding 902 McDonald St & 218 Gale Street. Ron to talk to Attorney Calvert on what the next step is for these homes with fire damage.
