Minutes of the meeting of the Park & Recreation Committee held on Wednesday, March 30, 2011 pursuant to notice duly given.


1. Meeting called to order by Chairperson Young at 5:18 p.m.
2. Roll Call: John Wittkopf, Paul Welch and Russ Young
Excused: Vicki Grunow and Brian Rice
Also present: Kale Proksch and Carol Stewart as recording secretary.
3. Moved by Wittkopf seconded by Welch to approve of the agenda as presented.
Motion carried upon verbal voice vote. 3 ayes
4. Moved by Wittkopf seconded by Welch to approve of the minutes from the 02/23/11 and the 03/02/11 meetings
Motion carried upon verbal voice vote. 3 ayes
5. No public input or correspondence.
6. Discussion/recommendation/action on Parks/Recreation:
a. Proksch stated he contacted Electrical Service regarding the lights at City Docks and they will try to prefab lights from the Harbor, which would save a couple of thousands of dollars;
b. Proksch stated that the quote he received for the Holtwood Park fertilizer was for the granular type; Welch stated that will not work if it doesn’t rain…hard to get timing right for application if it’s granular; Wittkopf suggested hiring someone like Carlie Liegeois who has the equipment with a salter in back…maybe he could do application for less money; Proksch stated he will talk to Jeremy Wusterbarth and see what he thinks;
c. Proksch reported that he included an updated sheet in the packet of the quotes that were received for the Comprehensive Outdoor Recreation Plan; Proksch recommended going with Rettler who has a set price of $13,200. Proksch stated that Rettler would have the knowledge as to what the DNR requires because they have done several plans for other Wisconsin communities;
Moved by Young seconded by Wittkopf to recommend to Finance to approve proposal by Rettler Corporation for Comprehensive Outdoor Recreation Plan for the budgeted amount of $13,200.00.
Motion carried upon verbal voice vote. 3 ayes
7. Discussion/recommendation/action on Aageson Pool:
Proksch reported that one application was received for the pool manager
position…will bring Brian Garrigan in for an interview; Wittkopf questioned if he was a city resident; Young stated that he was and that Garrigan would be getting his certification for lifeguarding; Proksch stated that beginning next year he would like to try to have the campground manager take on some of the responsibility for the pool; Discussion/recommendation/action on Holtwood Campground:

a. Proksch reported that he will be meeting with Vilas and Sharon Kamka next week regarding the Campground manager’s position;
b. Proksch reported that the seasonal campers on site R12 requested to be moved due to the site they have is behind the campground sign and the spotlights on the sign shine right into their camper; Proksch stated he doesn’t have a problem with their request but can’t do it this year because of the number of sites already booked; Welch stated if we have someone living at the campground for the summer, we should accommodate them; Proksch stated he will at least try to adjust the spotlight;
9. Directors Report;
a. Parks Update:
City Docks: Wittkopf stated it looks much better without bus parked there; Proksch stated that netting was installed in the pavilion to keep birds from nesting; Wittkopf questioned what the plan was for out there; Proksch stated it’s open for discussion…maybe Rettler could give some suggestions;
Sharp Park: Welch stated something needs to done about people not picking up after their dogs;
Nothing new to report on City, Copper Culture, Freedom or Holtwood parks;
b. Recreation Programs Update;
Proksch stated that he will finalize the summer guide tonight …going through the school and local businesses to distribute…too costly to send through the mail; Wittkopf suggested talking to the Mayor and having him mention it when he’s on the radio;
10. Moved by Wittkopf seconded by Welch to adjourn. M/C
Meeting adjourned at 5:40 p.m.
