AGENDA
These will be open meetings and notice has been given to the public at least twenty-four (24) hours prior to the meeting by forwarding the complete agenda to the Oconto County Reporter. Copies of the agenda were available for inspection at the office of Clerk/Treasurer and on the City’s website calendar: www.cityofoconto.com


Beginning at 5:00 p.m. will be the following Public Hearings pursuant to notice duly given:

5:00 p.m.

1. Request by the Common Council for a zoning change for the properties located between Highway 22, a/k/a Charles Street and Mott Street which is currently zoned IG General Industrial to CH Highway Commercial.


2. Request from Frank and Donna Bickel to rezone their parcel 265-28130081274 located at 6315 Van Hecke Avenue, Oconto, WI., from Rural Development to (IG) General Industrial.

3. Request for a Telecommunications Tower 190’ in height at the Oconto County Courthouse property, 301 Washington Street, Oconto, WI.

4. Notice of Public Hearing on Special Assessments for Michigan
Avenue (from Pecor Street to Main Street and Madison Street to the
North End) for Public Improvements in the City of Oconto, Oconto,
Wisconsin

PLEASE TAKE NOTICE that the governing body of the City of
Oconto, Oconto, Wisconsin has declared its intention to exercise its
police power in accordance with 66.0703, Stats. to levy special
assessments upon property on Michigan Avenue (from Pecor Street to
Main Street and Madison Street to the North End) for benefits conferred upon the property by the improvement of the following
streets and the installation of Sanitary Sewer, Watermain, Storm
Laterals, Driveway Aprons and Street Construction.

5. Notice of Public Hearing on Special Assessments for Parcel No.
265-32-200662078, 710 Fifth Street, Oconto, WI 54153.

PLEASE TAKE NOTICE that the governing body of the City of
Oconto, Oconto, Wisconsin has declared its intention to exercise its
police power in accordance with 66.0703, Stats. to levy special
assessments upon Parcel No. 265-32-200662078, 710 Fifth Street,
Oconto, WI 54153 for benefits conferred upon the property by the
improvement of the following streets and the installation of Sanitary Sewer, Watermain, and Street Construction.

Any and all for or against or their agents will be heard.

10. Discussion/action on Ordinance amending the zoning on the Frank and
Donna Bickel property located at 6315 Van Hecke Ave., Oconto,
WI.

11. Recommendation from Oconto Utility Commission to deny the request
for the Telecommunications Tower.

12. Discussion/action on request for a Telecommunications Tower 190’ in
height at the Oconto County Courthouse property, 301 Washington
Street, Oconto, WI.

13. Discussion/action on Final Resolution authorizing the special
assessments against benefitted property owners in the City of Oconto,
Oconto County, WI. for Michigan Avenue (from Pecor Street to
Main Street and Madison Street to the North End).

14. Discussion/action on Final Resolution authorizing the special
assessments against benefitted property owners in the City of Oconto,
Oconto County, WI. for Parcel No. 265-32-200662078, 710 Fifth
Street, Oconto, WI.

15. Approval of Consent Agenda:

a. Approve of closing Porter Ave from Adams to Jefferson Streets on 8/1/09 & 9/9/09 for the Oconto Hospital and Matt Pagel golf outings.

b. Approve of the construction schedule for Hwy 22 to be done in
2009.

c. Deny the proposal from Atty. Morrison for the Oconto property of
Jay Brezinski.

d. Approve of proceeding with Hwy 22 as shown on the map drawn by Bob Mommaerts at the Mayor’s request.

e. Approve of Pay Request # 4 for Champion in the amount of $34,782.50.

f. Approve of listing of accts payables for $255,730.04; payroll for
$110,566.65 and financial reports.

g. Approve of protective sealant being applied to the concrete for the box culvert underpass.

h. Approval of applications for an operator’s license contingent upon completion of the required operator’s beverage training course.

16. Discussion/possible action on:

a. Oconto Police Radio Technology Upgrade utilizing the Recovery Act – Justice Assistance Grants.

b. Recommendation from Forestry Committee to hire Bluestem Forestry Consulting, Inc. to do a street inventory for $3,490.00 of which ½ is part of the Forestry budget an the ½ is a DNR grant.
(The other proposal was obtained from Ranger Services for $5,500)

c. Acceptance of the Soil Report and Foundation recommendations
for the former Kelly Pickle Site as done by UP Engineering &
Architects.

d. Adoption of Draft ordinance to Create Covenants in Highway Commerical and General Industrial Districts for the Municipal
Code of Ordinances of the City of Oconto.
e. Application from Oconto Sportsman’s Club for 8/9/09 for Breakwater Park Area for a Temp Class B Beer License.

f. Application for an operator’s license.

17. Council may vote at approximately 7:00 p.m. to convene into Closed Session pursuant to notice duly given and as allowed by Wis. Stats.
19.85(1)(g) to confer with legal counsel who is rendering legal advice
concerning strategy to adopt with respect to litigation the City is
involved with concerning Barley Trucking & Excavating, Inc., and
BMHC, Inc.

18. Council may vote at approximately 7:30 pm. to reconvene into Open Session pursuant to Wis. Stats. 19.85(2) for the remainder of the
agenda.

19. Next Committee of the Whole meeting, Tuesday, August 4th, 2009 at 6:00 p.m.

20. Adjourn.
