MINUTES OF THE MEETING FOR THE
PARK & RECREATION COMMITTEE
HELD ON WEDNESDAY, JULY 15, 2009
AT HOLTWOOD SPORTING COMPLEX HOLTWOOD WAY
OCONTO, WI

1. Meeting called to order by Chairman Young at 5:00 p.m.
2. Roll Call: Vicki Grunow, Russ Young, and John Wittkopf
Also Present: Kale Proksch, Mayor Nerenhausen, Jean Seckel, Ashley Baye and Jim Shampo
Absent: Brian Rice and Paul Welch
3. Moved by Wittkopf second by Grunow to approve agenda as presented.
Motion carried upon verbal voice vote. 3 ayes
4. Moved by Young second by Wittkopf to approve the meeting minutes from
June 24, 2009.
Motion carried upon verbal voice vote. 3 ayes
5. Public Input: None
6. Correspondence: None
7. DISCUSSION/RECOMMENDATION/ACTION ON THE FOLLOWING:
a. City Docks – Transfer to Parks Accounts;
Memo submitted from Proksch recommending that the City Docks become part of the general parks account…park employees do the maintenance and upkeep…makes sense this area should be budgeted through the parks; Paul Welch arrived .
Moved by Wittkopf second by Grunow to recommend to Harbor and Finance to transfer City Docks to General Parks Account;
Motion carried upon verbal voice vote. 4 ayes
Brian Rice arrived.
b. Park Signs;
Proksch submitted designs for signs…went with brown with blue lettering similar to sign at Holtwood Park…more rustic looking for parks; Cost for each 4’ x 8’ sign is $450.00; $1,000 was budgeted; Discussion on where to erect signs…City Park and Holtwood Sporting Complex were chosen;
Moved by Welch second by Grunow to approve signs to be installed at City Park and Holtwood Sporting Complex.
Motion carried by verbal voice vote. 5 ayes
8. AAGESON POOL;
a. Manager’s Report;
Ashley Baye reported the pool took in $715.00 so far this month…6 signed up for swimming lessons; Proksch stated the chemical system is good…have not yet received grate for drain due to backlog with the State;
b. Proposals for Security Camera – Capital Equipment Budget;
Representatives from Ryczek Communications were not able to make meeting tonight to go over proposals for surveillance system; Proksch suggested tabling until they could be present to explain available options; Proksch also submitted an outline of capital equipment budget items to show $3,000.00 is budgeted for security camera;
9. HOLTWOOD CAMPGROUND;
a. Manager’s Report;
Shampo submitted report…$64,068.40 thru June; $298.00 taken in on mini-golf;
b. Mini Golf;
Shampo submitted request to do something about the mini golf layout; Shampo gave totals of what the golf took in over the past few years…2006 - $1,193.00, 2007 - $1,363.00, 2008 – $1,414.00, June and July – $791.00; Shampo stated in the 8 years he has been here, never repaired; Wittkopf stated spending $3,000 - $5,000 would take care of repairing existing one; Shampo suggested buying a new one; Kale stated a really nice one would cost about $30,000.00…can pick one up on sale similar to the one we have for $8,700.00; Young stated it would be better to buy a new one than repair what we have;
Young stated we will bring back in a couple of months and see where budget is at;
c. Revise Rules;
Proksch updated the park rules based on what some of the other area campgrounds had; Some items noted: Check in time is 2:00 p.m….Check out is 1:00 p.m.; Visitors will be required to sign in at office; Fire pits not to be used to burn garbage; Visitor and boat and trailer parking by office area;
d. Seasonal Camper Rules;
Discussion of no “For Sale” signs on campers; Young stated he doesn’t like the looks of it; Welch and Wittkopf stated they did not see a problem with that; Questioned if camper over certain size would not a allowed on seasonal site…charge more for usage;
10. HOLTWOOD SPORTING COMPLEX;
Proksch stated may have to reconsider constructing ice rink…need to check utility lines; Would be better off doing at Sharp Park where there is access to restrooms…restrooms at the Sporting Complex are not heated in the winter;
11. CITY PARK;
Discussion on date for Fun Fest…decided on September 19th; Proksch stated he received a call inquiring about one group of people wanting to rent all 9 sites for Labor Day weekend…is that okay? Members agreed that if we can have them all rented, let them reserve them; Seckel stated she would still like to see changing room for swimmers; Proksch stated they inspected the building and it’s in good shape, need to check electrical;
12. Review expense/revenue reports.
Moved by Wittkopf second by Welch to accept reports as presented and place on file.
Motion carried upon verbal voice vote. 5 ayes
13. Next Meeting: To be determined on availability of Ryczek representatives.

14. Moved by Wittkopf second by Rice to adjourn meeting at 5:40 p.m. M/C
