Oconto Utility Commission Meeting 10/5/09

1. Meeting was called to order @ 5:00 p.m. by Dave Rosenfeldt
2. Jeremy Wusterbarth took roll call. Present were Dave Rosenfelt, Earl Uhl, Al Schreiber, Jim LaCourciere, Bob Mommaerts, Mayor Nerenhausen and Jeremy Wusterbarth. Absent was Ron Filz.
3. Al made a motion to approve the agenda, 2nd by Jim. 4 ayes 1 absent. M/C.
4. Al made a motion to approve the meeting minutes from 9/14/09, 2nd by Jim. 4ayes
5. No public input.
6. Correspondence:
a. Rural Water E-News: No Comment
b. Notice of Noncompliance 2nd St Complaints: Dave said we would cover this under item 7a.
7. Discussion/possible recommendations/updates on the following:
a. Award of Contract for Clark Av water service reconnections: Dave stated we should get going on this A.S.A.P and wanted to know how many services were being redone, Jeremy stated 8 total. Al was wondering if we had the money to do this, Bob said the money would come from the bond issue. Al made a motion to award the bid to Ron Filz, 2nd by Earl to award contract for Clark Avenue water service reconnections. 4 ayes 1 absent. M/C
b. Approve of purchase of two pumps for Park Av Lift Station $11,835.40: Dave questioned how old the existing pumps were, Bob stated he did not know exactly how old but said longer than 10 years, Dave stated we got our monies out of them then. Jim said we should look at repairing one of the old pumps, Bob stated it is part of the plan to keep one of the old pumps as a back up. Earl made a motion to purchase the two new pumps, 2nd by Jim for $11,835.40 for Park Avenue Lift Station. 4 ayes. 1 absent. M/C
c. Set Policy requiring annexation to city before sewer & water utilities are provided: Al said he was concerned that we should have something on the books for annexation when new customers hook-up. Dave asked were the city limits ended, Mayor stated were they ended. Bob said the sewer district has limits on the number of customers that could be connected to the system. Mayor asked what the limit was before we could annex, Bob said he would get that information to him. Bob also stated that the Architect building the new jail for the county also inquired about hooking up to the cities utilities on the north end of Superior Av if the jail was built. Al made a motion that any new extension of sanitary sewer and water main will not be made unless the area requiring it is annexed to the city, 2nd by Jim. 4 ayes. 1 absent. M/C.
8. Approval of Accounts Payable for September 2009: Al made a motion to approve, 2nd by Jim to approval of account payable for September 2009 in the amount of $93,560.58. 4 ayes 1 absent. M/C.
9. Review of Revenue/Expenditure Reports for September 2009. Dave made a motion to accept, 2nd by Earl to approve of the Revenue/Expenditure Reports for September 2009 as presented. 4 ayes. 1 absent. M/C.
10. Approval of Water Samples 3 safe 0 unsafe. Al made a motion to accept and put on file, 2nd by Jim to approval of water samples ~ 3 safe 0 unsafe . 4 ayes 1 absent. M/C.
11. Next meeting date & time: 11/2/09 at 5:00 p.m.
12. Adjournment: Earl made a motion to adjourn @ 5:30 p.m., 2nd by Al. 4 ayes 1 absent.
