Minutes of the Public Hearing and Special Council Meeting held on Tuesday, December 1st, 2009 pursuant to notice duly given.
Mayor Nerenhausen opened the public hearing at 6 p.m. on the proposed 2010 budget.
Mayor called three times for any input or discussion on the proposed 2010 budget; hearing none the public hearing was closed at 6:02 p.m.
1. Mayor Nerenhausen called to order the Special Council meeting at 6:02 p.m.
2. Roll call: Mayor Nerenhausen, Ed Young, Ken Exferd, John Wittkopf, Al Schreiber, Joe Stiloski, Marlene Zahn, Dick Doeren, Tom Fulton, Jim Stiloski, Jack Maas and Atty. Mraz. Linda Belongia Administrator and as recording secretary also present.
3. Invocation and pledge of allegiance given by Alderperson Maas.
4. Moved by Schreiber seconded by Wittkopf to approve of the agenda as presented.
Motion carried upon verbal voice vote. 10 ayes
5. Discussion/action on:
a. Moved by Maas seconded by Fulton to approve of the Resolution adopting the 2010 Budget and Levy.
Motion carried upon electronically recorded vote.
6 ayes: Young, Wittkopf, Zahn, Doeren, Fulton and Maas.
4 no: Exferd, Schreiber, Joe Stiloski and Jim Stiloski. 6 ayes 4 no.
b. Discussion on proposed tax incremental district; Wittkopf questioned reconstruction of Cook Ave; Mayor stated this is part of the proposed plan, when something is done with Cook Ave, Council will have to decide how it will be reconstructed; funding for this portion of Cook Ave will be paid with TID funds.
Moved by Doeren seconded by Maas to approve resolutions approving of the necessary findings, describing the boundaries, creating the tax incremental district, assigning a name to the TIF and adopting the necessary findings.
Motion carried upon electronically recorded vote.
