Oconto Utility Commission meeting minutes from December 6, 2010

“unapproved”

1.) Meeting called to order @ 5:03 p.m. by President Rosenfeldt.
2.) Roll Call: Members present: Dave Rosenfeldt, Ron Filz, Earl Uhl, Al Schreiber, & Jim Lacourciere. Others present: Bob Mommaerts.
3.) Approval of Agenda: Motion by Schreiber second by Lacourciere to approve of agenda as presented. 5 ayes M/C.
4.) Approval of meeting minutes from 11/1/2010: Motion by Filz second by Uhl to approve of the meeting minutes from 11/1/2010 as presented. 5 ayes M/C.
5.) Public Input: None.
6.) Correspondence:
a.) Rural water E-News 11/4 thru 11/18: Informational.
b.) Doubling UP: Would be interesting to watch how fusing the pvc pipes is done. Informational.
c.) Septic Hauler Comparison: Informational.
d.) Utility Report: No report.
e.) Report on operation of new aeration equipment: Installed & set. The numbers have decreased. At this time we are at .3ml need to be at .1ml. Spent $70,000 on buying & the installation of the aeration equipment we, got back $21,000 from a grant program. The new aeration equipment has a dissolved oxygen monitor on it used to have to wait for sample results now don’t have to. The WWTP will run more efficiently now.
f.) Balance Sheet: Will have to talk to Linda on the balance sheet, not easy to read. The copy of the Associated Bank is informational; the amount of $80,460.07 was questioned at last meeting.
7.) Discussion/possible recommendations/updates on the following:
a.) Approval of Utility easement for sanitary sewer interceptor from Charapata: The cost of the easement is $3,975.00. Motion by Uhl second by Lacourciere to recommend to Committee of the Whole to approve of the utility easement for sanitary sewer interceptor for Charapata in the amount of $3,975.00. 5 ayes M/C.
b.) Approval of change order #2 for watermain replacement on Cook Avenue: With Bayside apartments going up the watermain needs to be replaced, the old watermain is 6” and is corroded the new will be 12” watermain. The money will come from the TIF district. Motion by Uhl second by Lacourciere to recommend to Committee of the Whole to approve of change order #2 for watermain replacement on Cook Avenue. 5 ayes M/C.
c.) Approval to purchase Lot 1 of Plat of Rapid River Estates for $65.00 for watermain river crossing: A reminder that we are under the compliance of the DNR for getting the watermain river crossing done, needs to be done by July 1, 2011. Bob had all ready talked to Delforge and walked another route with him and Delforge does not want the easement. Talked to Kordiyak & they do not want the easement either. Will be going to condemnation with Delforge. Gerald Langer talked to Bob and is selling the property for $76,900 but would sell the property to the Utility for $65,000. Commissioner Schreiber would like to counter offer Mr. Langer price with $50,000. Mr. Langer didn’t pay that amount for the lot he paid $35,000. The utility would not be able to sell it for the $65,000. Have a hard enough time recouping the $10,000. If cannot deal with Langer will go to condemnation. Are there other companies that look at the pricing of lots & easements? Yes. Motion by Schreiber second by Filz to offer $50,000 to Gerald Langer for Lot 1 of Plat of Rapid River Estates for the watermain river crossing. 5 ayes M/C.
d.) Amendment to HiOconto Tower Space Lease Agreement for next five years: The lease expires December 31, 2010, no problems with the equipment. Motion by Uhl second by Lacourciere to approve of the amendment to HiOconto Tower Space Lease Agreement for next five years. 5 ayes M/C.
e.) Septic Hauler Agreements for 2011: The new agreements are scheduled to go out. Commissioner Schreiber feels that the city residents rates went up then should increase the haulers charges. The charges would go to holding tank and septic waste. Council says things keep going up. Have to remember utility pays their bills off of the revenue. The $3.00 dumping charge is for maintenance. Best costumer will be punished, some only haul 6 to 10 times in a month, and one hauls at least 60 times in a month. Motion by Schreiber second by Lacourciere to recommend to Council to approve of raising the holding tank waste and the septic tank waste by 2% and raise the dumping charge $.50 per load to $3.50. 5 ayes M/C.
f.) Private Well Permits for 650 Mott St. & 1380 McDonald St.: Bob stated should up the private well permits fee. Commissioner Schreiber has no problem with that. There is time involved to the inspection have to take a sample, make sure there is no cross connection, the guys go to the training every year pay for that, pay for their license. Motion by Rosenfeldt second by Schreiber to raise the private well permit fee to $150.00. Motion by Lacourciere second by Filz to approve of private well permits for 650 Mott Street & 1380 McDonald Street. 5 ayes M/C.
8.) Approval of Accounts Payable for November 2010 in the amount of $103,696.91: Motion by Filz second by Schreiber to approve of accounts payable for November 2010 in the amount of $103,696.91. 5 ayes M/C.
9.) Review of Revenue/Expenditure Reports for November 2010: Motion by Schreiber second by Filz to approve of the revenue/expenditure reports for November 2010 as presented. 5 ayes M/C.
10.) Approval of Water Samples 8 safe 0 unsafe: Motion by Schreiber second by Uhl to approve & place on file the 8 safe 0 unsafe water samples for November 2010.
5 ayes M/C.
11.) Next meeting date & time: January 10th, 2011 @ 5 p.m.
12.) Adjournment: Motion by Schreiber second by Filz to adjourn at 5:44 p.m.
