Minutes of the Community Enrichment Committee meeting held on Monday, December 13th, 2010 pursuant to notice duly given.

1. Meeting called to order at 8:30 a.m. by Chairperson Maas.
2. Roll call: Jack Maas, Al Schreiber and Jack Mlnarik. Absent: Dale Carper and Ron Banach. Linda Belongia Administrator and as recording secretary also present.
3. Moved by Schreiber seconded by Mlnarik to approve of the agenda as presented.
Motion carried upon verbal voice vote. 3 ayes
4. No correspondence or public input.
5. Moved by Schreiber seconded by Mlnarik to approve and place on file as typed the minutes from the 11/11/2010 meeting.
Motion carried upon verbal voice vote. 3 ayes

Noted: 8:38 a.m. Ron Banach arrived

6. Discussion/possible action/recommendation on:
a. 405 First Street. Maas stated approx 2 wks ago members from the CEC along with the owner of the property and a representative from the real estate company that’s listed this property toured this property; Schreiber stated they did put some plywood up in the back, but nothings been done with the fence they stated would be put up; Belongia instructed to send an email to the property owners asking the status of the property, and action has been taken regarding the fence; Schreiber referenced City of Green Bay…was in the news, for problem properties with absentee landlords the city appointed a manger to oversee bringing properties into compliance; Banach directed to call the City of Green Bay for more information on this and bring the information to the next meeting; discussion on what the owners are asking for the property…$300,000…what’s left to buy, everything’s been removed from the inside; Belongia instructed to contact NEWCAP to see if they would have any interest in this property and report back at next meeting;
b. Banach stated he has not been able to contact owner of 135 Washington; notices have been sent; owner also owns 311 McDonald; Banach advised to find out who is assisting the owner with management of these properties.
Moved by Schreiber seconded by Maas instructing Banach to send by certified mail the violations for 135 Washington Street.
Motion carried upon verbal voice vote.
Banach to provide report on this for next meeting and maintain a copy of the information in
the property file.

Banach stated 311 McDonald Street is owned by Karen Angus and is a single family residence in good condition;

Discussion on Portman properties. Banach stated Atty. Calvert gave him new inspection warrant forms; Banach stated he would like to start with Portman’s vacant properties; Banach directed to bring to next meeting list of Portman properties and each violation the property has.

c. Belongia provided draft ordinance establishing entrance and exit inspections on properties by the Bldg Inspector. Banach stated once ordinance is adopted should be sent to Portman; Mlnarik … keep line of communication … stated with the recently adopted ordinance for secured key boxes he sent a letter to all business owners; Banach directed after ordinance is adopted to send a letter and copy of ordinance to all landlords;

Moved by Schreiber seconded by Maas to recommend to Com of the Whole the draft ordinance establishing entrance and exit inspections.
Motion carried upon verbal voice vote. 4 ayes


d. Complaint on law enforcement and semi parking keep on agenda for next meeting.


7. Next meeting Monday, January 10th, 2011 at 8:30 a.m.

8. Agenda items: Maas stated 405 1st Street; 135 Washington Street; Mlnarik questioned how are we picking properties that notices on code violations are being sent to? Banach stated he acts on complaint’s and his ward inspections; Maas instructed Banach to provide in writing for next meeting his plan on how, where and when he does his inspections for the city; Schreiber questioned Banach on how he handles habitual violations on properties? Banach stated he continues to send notices; Brief discussion…something needs to be changed in ordinance; Next meeting invite Atty. Calvert to discuss our ordinance regarding cleaning up of properties, particularly properties that have repeat violations; Mayor stated he has heard nothing further from Chief Carper regarding complaints on semi parking…asked that this be on next agenda.

9. Moved by Schreiber seconded by Mlnarik to adjourn. M/C
Meeting adjourned at 9:10 a.m.
