Minutes of the Police& Fire Commission meeting held on Monday, June 13th, 2011 pursuant to notice duly given.

1. Meeting called to order at 6:00 p.m. by President Hayes.
2. Roll call: Ron Hayes, Jim Lacourciere and Tim Longsine. Also present: Jack Mlnarik, Dale Carper and Linda Belongia Administrator and as recording secretary.
3. Moved by Lacourciere seconded by Longsine to approve of the agenda as presented.
Motion carried upon verbal voice vote. 3 ayes
4. Moved by Longsine seconded by Lacourciere to approve as typed and place on file the 5/6/2011 PFC minutes.
Motion carried upon verbal voice vote. 3 ayes
5. Public Input/Correspondence:
a. Acceptance of resignations from Gene Berth and Steve Gering from PFC.
Hayes read aloud the letter of resignation from Steve Gering and stated Mayor Fulton received the resignation from Gene Berth.
Moved by Lacourciere seconded by Longsine to accept resignations from Berth & Gering.
Motion carried upon verbal voice vote. 3 ayes

b. Carper for info only presented a proposal for upcoming budgets on a new copier; copy given for file; Belongia suggested Carper also check on a lease option through Bay Impressions as a comparison.
6. Discussion/action/updates on the following:
a. Letters from Chief Carper regarding retirement/payout; Hayes extended his appreciation on the amt of notice Carper has provided the PFC; to date his payout has been calculated, but Carper will advise if he takes any additional days off.
Moved by Longsine seconded by Lacourciere to accept retirement notice from Dale Carper, Police Chief with his accumulated payout.
Motion carried upon verbal vote. 3
b. Carper asked that the discussion with Sergeant Van Hulle regarding the part-time officers, scheduling and budgeting be tabled to next meeting; Carper stated he hasn’t gotten anything on this from Van Hulle; utilizing the part-timers could greatly reduce overtime per Carper;
c. Carper stated he had nothing to share at this time regarding the TRACS program…he has stepped back and delegated this to Officer Sowle and will have something for next meeting.
d. Carper stated Copperfest was busy, 4 pickups on warrants; couple on the grounds; 4 on Main Street; comments from a number of people was that police coverage was better; had one complaint on the grounds; Carper stated Zahn informed him he had two vendors giving some problems on the grounds; Carper stated six Cadets helped worked the security overnight…Cadets have been coming in taking the old squad following up on some of our code violations;
e. Carper stated he attended Firearms Surrender Training in Wausau, offered through the Wis Office of Justice Assistance….biggest obstacle…template of procedures to be followed when guns are turned in; will be implemented through the Sheriff’s dept;
f. Carper stated as info only the local area Chief’s from Gillett, Oconto Falls and Oconto have been getting together to get more training that is more relevant to smaller departments.
g. Mlnarik stated in January 2011 he applied for a grant regarding a Scotty Fire Safety House…stated didn’t think qualify; about two wks ago received a letter that notified him we were in the running for this training house; it’s a 35’ to 36’ hands on learning tool; can be used for training life-saving techniques for children as well as elderly; the training house is estimated at $65,000 and if awarded would be a 95%/5% grant with city share $3200; will be another tool to teach; grant is still in application process, other communities in the area who have such a house are Rhinelander and Brown county; Mlnarik stated he’s working on some ideas on generating some revenue to help cover the $3200; Lacourciere questioned where will it be stored? Mlnarik stated he’s also working on ideas for this; FYI at this time.
h. Mlnarik informed the PFC on the purchase of an extrication cutter with funds from the EMS grant; estimated cost $14,000-$15,000; our equipment is 10-35 years old; cutter is totally adaptable to high pressure; Fire Rescue Supply from Melva, WI came to our station and gave a demonstration; have a used one for $3825 or new cutter for $4410 with lifetime warranty; verified with EMS program if the funds could be used for this purchase and he was given the approval; Mlnarik will check out both used and new;
Moved by Lacourciere seconded by Longsine to approve of Chief Mlnarik making purchase not to exceed $4500 for the extrication cutter with EMS funds.
Motion carried upon verbal voice vote. 3 ayes

Mlnarik working on ambulance capital equipment program for replacement and will bring back to PFC.

10. Review of Police, Fire and Ambulance reports; Carper stated have received complaint on suspicious person….prowler(s)…all citations are on TRACS; Carper highlighted his report;
Mlnarik stated the dept had two fires…went over report;
Moved by Longsine seconded by Lacourciere to approve and place the department reports on file.
Motion carried upon verbal voice vote. 3 ayes

11 & 12.) Discussion on financial reports and accts payables; Mlnarik stated he may have to budget a
little more for vehicle/equipment repair…in past was done in house; Mlnarik will check with 41
Auto and Peterson Ford on setting up arrangement to use one garage for all repairs…and bring
back to PFC;
Moved by Lacourciere seconded by Longsine to accept the financial reports and place on file and approve of the listing of accts payables for Police and Fire for a total of $17,309.69.
Motion carried upon verbal voice vote. 3 ayes

13. Mlnarik stated he received a thank you from the hospital for participating with their EMS program; and also from a resident for service.

7. President Hayes stated the PFC may vote to convene into Closed Session pursuant to Wis. Stats. 19.85(1) (c) for discussion on the position of Interim Police Chief for the City of Oconto.
Moved by Longsine seconded by Lacourciere to convene into Closed Session at 7:12 p.m.
Motion carried upon verbal roll call vote. 3 ayes

Also included in the Closed Session, Chief Carper and Chief Mlnarik.

Closed Session

8. Moved by Lacourciere seconded by Longsine to reconvene into Open Session at 7:30 p.m.
Motion carried upon verbal voice vote. 3 ayes

9. Moved by Lacourciere seconded by Longsine to enter into a contract with Don Phillips for the position of Interim Police Chief for the City of Oconto increasing contract amount to include reimbursement for mileage.
Motion carried upon verbal voice vote. 3 ayes

13. Carper helped Marinette County with their domestic violence team.

14. Moved by Lacourciere seconded by Longsine to adjourn.
Meeting adjourned at 7:33 p.m.
