Oconto Utility Commission Meeting Minutes held on May 4, 2009

“Unapproved”

1.) Call meeting to order by President Rosenfeldt at 5:00 p.m.
2.) Roll Call: Members Present: Dave Rosenfeldt, Ron Filz, Earl Uhl, Al Schreiber, Jim Lacourciere. Others Present: Bob Mommaerts.
3.) Approval of Agenda: Motion by Uhl second by Lacourciere to approve of agenda as presented. 5 ayes. M/C.
4.) Approval of meeting minutes from 3/2/2009: Motion by Schreiber second by Filz to approve of meeting minutes from 3/2/2009 as presented. 5 ayes. M/C.
5.) Public Input: None.
6.) Correspondence:
6a.) April Rural Water News: Informational.
6b.) NR Code Revisions: The Dept. of Commerce is proposing to establish certification requirements for people doing inspection or surveys at commercial, industrial and public authority customers. These requirements could cost around $2000 per person if you decide to certify your own employees, otherwise you would have to contract out to have them completed. The DNR is also proposing to have these inspections done every 2 years, residential would be at 10 years.
6c.) Facility Marking Requirements: Informational.
6d.) Septic Hauler Comparison: Bob changed the format, put the dollar amount being billed.
6e.) Village & City tax & Utility Rates: Informational.
6f.) Public Service Commission-Retention of Meters & Records: The rulemaking will address utility retention of gas, electric and water meters for testing purposes, and clarify records retention relating to meter readings. Return the meters for a credit.
7.) Discussion/possible recommendations/updates on the following:
7a.) Award of Contract OC-09-A Michigan Avenue utility construction to Peters Concrete Company: Peters Concrete low bidder at $181,884.90. Bids came in close with the alternate, within a couple of hundred dollars. Not using the City’s gravel. Motion by Lacourciere second by Uhl to recommend to the Committee of the Whole to approve of the low bid of $181,884.90 from Peters Concrete Company for OC-09-A Michigan Avenue. 5 ayes. M/C.
Note Mayor arrived at 5:05 p.m.
7b.) Final Payment Request for ETM Construction Services – Sludge Thickener Tank: Will come out of the replacement fund. Everything is completed. Motion by Schreiber second by Filz to recommend to Committee of the Whole to approve of the final payment request to ETM Construction Services for the Sludge Thickener Tank in the amount of $4,316.40. 5 ayes. M/C.
7c.) Acceptance of Compliance Inspection Report: the sludge thickener tank was out of commission at the time of inspection, now up and running. The flow between each side of the treatment system is unbalanced. Has been fixed. Motion by Uhl second by Lacourciere to accept the Compliance Inspection Report as presented. 5ayes. M/C.
7d.) Approval of Jim Lacourciere & any other Commission Member to attend Water Supply regulatory Affairs Seminar: Bob had asked Jim if he would attend the seminar-Bob cannot go. Jim is all ready registered. No one else is going. Motion by Schreiber second by Filz to approve of Jim Lacourciere to attend the Water Supply Regulatory Affairs Seminar May 5, 2009. 4 ayes 1 abstained (Lacourciere). M/C.
8.) Approval of Accounts payable for March & April 2009: Motion by Uhl second by Schreiber to accept accounts payable for March 2009 - $86,946.86; April 2009- $496,977.62. 5 ayes. M/C.
9.) Review of Revenue/Expenditure Reports for March & April 2009: Motion by Filz second by Uhl to approve of Revenue/Expenditure Reports for March & April 2009 as presented. 5 ayes. M/C.
10.) Approval of Water Samples: 13 safe, 0 unsafe. Motion by Uhl second by Schreiber to approve and place on file the 13 safe water samples. 5 ayes. M/C.
11.) Next meeting date & time: June 1, 2009 at 5 p.m.
12.) Adjournment: Motion by Uhl second by Schreiber to adjourn at 5:17 p.m. 5 ayes. M/C.
