Oconto Utility Commission meeting minutes held on February 2, 2009

1.) Call meeting to order by President Rosenfeldt @ 5:12 p.m.
2.) Roll Call Members Present: Dave Rosenfeldt, Ron Filz, Earl Uhl, & Al Schreiber. Others Present: Bob Mommaerts, & Jeremy Wusterbarth.
3.) Approval of Agenda: Motion by Uhl second by Schreiber to approve of agenda as presented. 4 ayes. M/C.
4.) Approval of meeting minutes from 12/1/2008: Motion by Schreiber second by Filz to approve of meeting minutes from 12/1/2008 as typed. 4 ayes. M/C.
5.) Public Input: None.
6.) Correspondence:
a.) Rural Water 1/7/2009: Informational.
b.) Rural Water 1/13/2009: Informational.
c.) Rural Water 1/28/2009: Informational.
d.) Department of Natural Resources 12/2/2008: Can withdraw 4.04 million gallons per day of underground water. Any new permits will probably be hard to get approved.
e.) Department of Natural Resources 1/8/2009: Applied for a hardship grant and the DNR said not eligible.
f.) 2008 Budget Review: Ron Filz would like an explanation on the Debt Service/Principal and the Debt Service/Interest.
g.) Fire Department Water Usage: December 2008; 4,000 gallons used. Zero used for January 2009.
h.) Utility Report: Informational.
7.) Discussion/possible recommendations/updates on the following:
a.)Status of Septage Receiving Station: Still not working. Not paying for the meter, told the company to pick the meter up. Will keep the station and the haulers can still unload there.
b.)Septic Haulers Rates $33.00/1000 gal. Septic $6.00/1000 gal. Holding: Bill by the gallons. Was $5.00/1000 gal. for holding and $32.00/1000 gal for septic. The haulers tell us if it is septic or holding and we will spot check. Change terms to seven day written notice.
c.)Water Rate Increase Approval: The increase was approved by the Public Service Commission of Wisconsin. Not a big increase. Do every two years so it won’t be a big percentage.
d.)Sewage Dump Station Rates Breakwater Park: Have been charging sewer for the Breakwater where the boaters can rinse their boats off. They have a dump station there will have to check into if have to pay to use it and not to charge sewer.
e.) Sludge Hauling Agreement: The agreement expired in August of 2008 and will be ready to start hauling in spring. Going from $9.10 to $9.60. Should go with three year agreement, never now how things change. Motion by Filz second by Uhl to accept the three year sludge hauling agreement with Onyx. 4 ayes. M/C.
8.) Approval of Accounts Payable for December 2008 & January 2009: Motion by Filz second by Uhl to approve of December 2008 accounts payable in the amount of $85,756.49 and to approve January 2009 accounts payable in the amount of $94,358.97. 4 ayes. M/C.
9.) Review of Revenue/Expenditure Reports for December 2008 & January 2009: Motion by Schreiber second by Filz to approve of the revenue/expenditure reports as presented. 4 ayes. M/C.
10.) Approval of Water Samples: 10 safe 0 unsafe for December 2008 and January 2009. Motion by Schreiber second by Filz to approve and place on file the 10 safe 0 unsafe water samples for December 2008 and January 2009. 4 ayes. M/C.
11.) Next meeting date and time: March 2, 2009 @ 5 p.m.
12.) Adjournment: Motion by Schreiber second by Filz to adjourn at 5:45 p.m. 4 ayes. M/C.
