Oconto Utility Commission Meeting Minutes held on July 6, 2009

1.) Call meeting to order by Chairman Rosenfeldt at 5:00 p.m.
2.) Roll Call: Members Present: Dave Rosenfeldt, Ron Filz, Earl Uhl, Al Schreiber, Jim Lacourciere. Others Present: Bob Mommaerts and Jeremy Wusterbarth.
3.) Approval of Agenda: Motion by Uhl second by Lacourciere to approve of agenda as presented. 5 ayes. M/C.
4.) Approval of Meeting Minutes from 6/1/2009: Motion by Uhl second by Filz to approve of meeting minutes from 6/1/2009 as typed. 5 ayes. M/C.
5.) Public Input: None.
6.) Correspondence:
6a.) Rural Water E-News 6/10 & 6/24: Water Tax? Was wondering when this would happen. Informational.
6b.) Septic Hauler Comparison: Would the septic haulers be taxable? Look at when do the budget.
6c.) CMAR Report: Reporting year 2008; good report, do not have to do a resolution this year. Looks good.
6d.) DNR Watermain River Crossing: The DNR is saying not sure it would be feasible at this time. The land that would like to cross is within a registered National Historic Landmark and would need to get permission also from the Wisconsin Historical Society.
6e.) WPS Invoice: Informational, Bob thought the commission members would like to see how much is being spent a month on the lift stations and wells.
7.) Discussion/possible recommendations/updates on the following:
7a.) Sludge Processing Agreements for Village of Suring & City of Oconto Falls: These are five year agreements, both are identical. Renewal of both. Charge by the ton, there are a lot of factors to look into to change the rates. Bob will look at an increase for the agreements for Village of Suring and City of Oconto Falls.
7b.) Cellcom 190’ tall communication tower at Courthouse: The Plan Commission referred this to the Utility Commission, for the reason that Utility has money involved, no guarantee they would keep the antenna on the water tower. The County says it would be better coverage. 60% of the height of the tower is collapsible. Could interfere with TV’s reception. This would be a $36,000 a year revenue loss for the utility from Cellcom and Cellular Have people been notified of the public hearing? Yes, within 300 feet. Motion by Schreiber second by Lacourciere to recommend to Council to not allow any communication towers to be built in the City of Oconto. 5 ayes. M/C.
7c.) Private Well Permit Applications: There are four permits that have passed the safe test. Motion by Filz second by Uhl to approve of the four private well permit applications that have been submitted. 5 ayes. M/C.
8.) Approval of Accounts Payable for June 2009: Motion by Schreiber second by Lacourciere to approve of accounts payable for June 2009 in the amount of $99,260.48. 5 ayes. M/C.
9.) Review of Revenue/Expenditure Reports for June 2009: Motion by Filz second by Lacourciere to approve of the revenue & expenditure reports for June 2009 as presented. 5 ayes. M/C.
10.) Approval of Water Samples 5 safe 0 unsafe: Motion by Uhl second by Filz to approve and place on file the 5 safe 0 unsafe water samples. 5 ayes. M/C.
11.) Next meeting date and time: August 3, 2009 at 5 p.m.
12.) Adjournment: Motion by Schreiber second by Lacourciere to adjourn at 5:27 p.m. 5 ayes. M/C.
