Minutes Wage & Personnel

Minutes of the Wage & Personnel Committee meeting held on Wednesday, December 16th, 2009 at city hall pursuant to notice duly given.

1. Meeting called to order at 4:35 p.m. by Chairperson Schreiber.
2. Roll call: Al Schreiber, Jack Maas, Marlene Zahn, Jim Stiloski and John Wittkopf and advisory members Ron Hayes and Dave Rosenfeldt. Also present Mayor Nerenhausen and Linda Belongia Administrator and as recording secretary.
3. Moved by Zahn seconded by Wittkopf to approve of the agenda as presented.
Motion carried upon verbal voice vote. 5 ayes
4. No correspondence or public input

5. Discussion on applicants to be interviewed for the position of Director of Public Services. Stiloski stated in doing his selection he reviewed our ordinance which states the DPS must be a licensed professional engineer; Stiloski stated his selection of applicants is #15 & 19 as those were the only two who stated they were engineers; Maas stated he thought the committee would go over the applications together and make the selections; Wittkopf stated he chose #15, 18, 19 & 24; Schreiber selected # 15, 18, 19 & 24; Hayes stated he also only chose # 15 & 19 agreeing that these two applicants stated they were engineers; Zahn chose #15, 18 & 21; Maas stated some of the applicants have other qualifications we may miss by ruling them out on not having an engineer’s license; Maas stated his selections are: #15, 18, 19, 21 & 24; Rosenfeldt selected # 15, 18, 19 & 24; Mayor selected 2, 15, 17, 19, 21, 23, 25, & 28; Discussion on salary range; Mayor recommended $65,000 to $80,000; Hayes agreed, we will only get what we pay for; Mayor stated we will have two types of applicants, someone younger looking to advance or an older employee looking to retire; this will be a 40 hr per week position; verbally the consensus of the committee is to look at a salary range of $60,000 to $80,000; salary range will be for a 40 hr per week position plus any meetings required to attend;
Moved by Wittkopf seconded by Rosenfeldt to authorize Belongia to send a letter to applicants # 15, 18, 19, 21 & 24 providing them the information on the salary
range, hours this position will required, residency will be a requirement and ask them if they are still interested in the position.
Motion carried upon verbal voice vote. 7 ayes

6. Discussion on residence for part-time employees. Mayor questioned how the committee is defining residency, the campground manager lives in our
campground for six months and then runs another campground for the other six
months; Wittkopf stated all part-time employees should be city residents…stated
one of the part-time employees lives in Oconto Falls; Maas stated his disagreement on this; Stiloski and Zahn agreed with having these employees
being residents; Concern on one of the harbor masters not being a city resident;
Moved by Wittkopf seconded by Zahn to recommend to Com of the Whole that all part- time employees be city residents.
Motion carried upon verbal voice vote.
4 ayes: Schreiber, Wittkopf, Zahn and Stiloski. 1 no: Maas
