Finance Minutes 6/1/2010

Minutes of the Finance Committee meeting held on Tuesday, June 1st, 2010 pursuant to notice duly given.

1. Meeting called to order at 5:02 p.m.
2. Roll call: Jack Maas, Dick Doeren, Ed Young and Roger Reed. Absent: Pete Nelson. Also present: Mayor Fulton and Linda Belongia Administrator and as recording secretary.
3. Maas stated the addendum for finance has been pulled.
Moved by Young seconded by Reed to approve of the agenda as
presented.
Motion carried upon verbal voice vote. 4 ayes
4. No correspondence.
5. Discussion/recommendation on:
a. Tax exempt properties and request for PILOT. Belongia stated Ron Banach now has given the physical address and description of the
property; this will be compiled and brought to the July Finance meeting.
Moved by Doeren seconded by Young to table this till the July Finance meeting.
Motion carried upon verbal voice vote. 4 ayes

b. Moved by Reed seconded by Doeren to accept recommendation from Harbor Commission and recommend to Com of the Whole Change Order
#5 for McMullen & Pitz in the amount of $20,905.50.
Motion carried upon verbal voice vote. 4 ayes

c. Moved by Reed seconded by Doeren to accept recommendation from
Board of Public Works and recommend to Com of the Whole the low bid
from New Energy, LLC for delivery of gasoline and diesel to the public
works facility.
Motion carried upon verbal voice vote. 4 ayes

d. Moved by Doeren seconded by Reed to accept recommendation from Board of Public Works and recommend to Com of the Whole the low bid
from Stewart’s Heating & Cooling, Inc for a new radiant tube heater in the
storage building at a cost of $3,885.00.
Motion carried upon verbal voice vote. 4 ayes

e. Discussion on proposed 2010 construction projects. Maas stated the
quicker we get this approved by council, the quicker we can start; Mayor stated the projects as listed are shovel ready.
Moved by Doeren seconded by Young to accept recommendation from Board of Public Works and recommend to Com of the Whole the proposed
listing of 2010 construction projects.
Young stated he is in favor of the projects except for the way we come back the next year and do the manholes…the way we do it is a waste of
tax payer money; discussion. Young stated he checked with Peshtigo,
Shawano and Green Bay, and was told they would never allow it to be
done as we do it; Mayor stated overall the effect is better the way we are
doing it; Maas stated he’s also had concern on the way we do the
manholes, but knows this is the way we have always done them; Young
stated a year or two ago he asked that we bid it both ways, has not been
done; Maas agreed we should take the time to set all manholes etc to grade, realizes it takes more time to do that, but it is more costly the way
we do the manholes;

Motion carried upon verbal voice vote. 3 ayes 1 no – Young

f. Moved by Doeren seconded by Young to accept recommendation from
Board of Public Works and recommend to Com of the Whole approval of
the final pay request from United Construction for $6,250 for the public
works building.
Motion carried upon verbal voice vote. 4 ayes

g. Moved by Young seconded by Reed to approve and recommend to Com of the Whole the listing of accts payables for $1,403,070.43; payroll
for $109,893.76 and financial reports as presented.
Motion carried upon verbal voice vote. 4 ayes

6. Moved by Reed seconded by Young to adjourn. M/C
