Minutes of the Police & Fire Commission meeting held on Monday, July 12th, 2010 pursuant to notice duly given.
1. Meeting called to order by President Hayes at 6.00 p.m.
2. Roll Call: Ron Hayes, Gene Berth, Steve Gering and Jim Lacourciere.
Also present: Chief Phillips, Chief Mlnarik and Chief Carper
Excused: Tim Longsine
3. Moved by Lacourciere seconded by Berth to approve of the agenda as presented.
Motion carried upon verbal voice vote. 4 ayes
4. Moved by Gering second by Berth to approve meeting minutes from
6/3/10, 6/8/10, 6/23/10 and 7/1/10.
Motion carried upon verbal voice vote. 4 ayes
5. Public Input or Correspondence:
Berth stated he would like to see officers check in at bars periodically to be sure they’re complying with no smoking ban; Carper stated that’s the plan; Hayes questioned if we run into any problems with compliance, what is the plan? Carper stated if the City has adopted the state statute into local ordinance, than citations can be issued; Hayes stated it would be unfortunate if city has not enacted; Carper stated that he talked to City Attorney about it…not sure where it’s at;
6. Discussion/action/possible recommendation on:
a. Approval of request to hire four (4) POC firefighters;
Moved by Berth seconded by Lacourciere to approve request from Chief Mlnarik to hire Jeremy Demerath, Allan Hockers, Michael Young and Matt Coshenet as POC firefighters;
Motion carried upon verbal voice vote. 4 ayes
b. Letter from Bob Mommaerts regarding break-in at Oconto Golf Club;
Hayes questioned Carper where they were with this investigation; Carper stated it had been referred to the DA’s office. Hayes questioned if Mommaerts was aware of that; Carper stated that Mommaerts had been informed of that;
c. Presentation NWTC Criminal Justice Program regarding Cadet Program;
Chief Carper introduced John Flannery of the Brown County Sheriff ‘s Dept. who presented a Power Point presentation on the Cadet Program…students volunteer for credits as part of a required internship… the program is offered to NWTC Criminal Justice students that are in their second year…beneficial for students and police departments; Flannery stated the cadet program is already in place in a couple of jurisdictions in our area and a few others are considering implementing the program; Flannery reported the program is not meant to replace fully sworn police officers…non-essential duties would be done by cadets, i.e…parking violations, enforcement of ordinance violations, patrol loitering on Main Street…it’s up to the Chief, Police Dept. and community to decide what they want from the program…tailored to each community; Hayes questioned if there would be students available for Oconto; Flannery stated they would put out an inquiry to let students know what communities are interested in cadets…could have police science students from Oconto volunteer in Oconto; Lacourciere questioned costs that may be accrued for such a program; Flannery said that the students are responsible to furnish their own uniforms… fundraisers are typically done to help with costs; Flannery stated that the program could be introduced to the community…make announcement, give presentations; Hayes stated the Police and Fire Commission would be the first body to approve and then the Council … check on any concerns with police union regarding cadets helping out…seems very positive, anxious to implement; Chief Carper stated he invited the members of the department to attend meeting so they would have information…Dick Jacquart and Bernie Faith were present; Gering stated that we need to know exactly what the cadets would be used for…have everything in place before implementing; Carper stated some dept. heads could put something together…not necessary to have a formal Ad Hoc committee; Commission members thanked Flannery for his presentation;
7. Carper stated he added some historical data to reports comparing last year to this year; Mlnarik stated service calls were up because of complaints regarding open burning; Hayes questioned Mlnarik if we were prepared for ISO; Mlnarik stated the guys were checking to see what’s needed for equipment…plans on doing ISO this year;
Moved by Lacourciere second by Berth to accept and place on file the
Police/Fire/Ambulance Dept. reports.
Motion carried upon verbal voice vote. 4 ayes
8. Moved by Gering second by Lacourciere to approve of the expense and revenue reports as presented.
Motion carried upon verbal voice vote. 4 ayes
9. Moved by Gering second by Lacourciere to approve accounts
payable/check register dept. reports in the amount of $7,817.02.
Motion carried upon verbal voice vote. 4 ayes
10. Carper reported that National Night Out will be held on Tuesday, August 3, 2010.
Mlnarik received a thank you from the lifeguards at Aageson Pool for demonstration they did and also a thank you from Mary Rosner of Safe Routes for School program for participating in walking the kids to school;
11. Moved by Berth seconded by Gering to adjourn. M/C
