Minutes of the Wage & Personnel committee meeting held on Monday, March 21, 2011 pursuant to notice duly given.
1. Meeting called to order by Chairperson Schreiber at 4:00 p.m.
2. Roll Call: Al Schreiber, Jack Mass, Jim Stiloski, Marlene Zahn and John Wittkopf
Also present: Mayor Fulton, Kale Proksch and Carol Stewart as recording secretary.
3. Moved by Maas seconded by Zahn to approve of the agenda as presented.
Motion carried upon verbal voice vote. 5 ayes
4. Moved by Wittkopf seconded by Maas to accept and place on file
the meeting minutes from 2/10/11.
Motion carried upon verbal voice vote. 5 ayes
5. No Public Input/Correspondence.
6. Schreiber asked if any committee members had an opinion on the memo from Atty. Calvert regarding the duties of the Wage and Personnel committee in the hiring process; Maas stated he felt the dept. heads should have first contact with the hires…they know more of what they are looking for; Zahn and Schreiber both agree with conducting background checks; Stiloski stated that if background checks are not done, we could be held liable if something would happen; Schreiber stated that the applicants should be thinned out first and then do background checks; Suggestion on forming two tiers of hiring…dept. heads would come through Wage and Personnel, others would go through dept. heads first and then Wage & Personnel; Maas stated we should form a policy with the help of Atty. Calvert; Wittkopf questioned if the background checks would include all full-time and part-time employees; Schreiber stated that he felt that we had to include all employees; Mayor Fulton stated this is something that would be spelled out in the policy;
Moved by Maas seconded by Wittkopf to a draft a policy as to the specific duties/responsibilities of the Wage and Personnel Committee during the hiring process of all city employees.
Motion carried upon verbal voice vote. 5 ayes
7. Chairperson Schreiber stated the committee may vote to convene into Closed Session pursuant to notice duly given and as allowed by Wis. Stats. 19.85(1) (c) for discussion on the applications received for the three Harbor Master positions.
Moved by Wittkopf seconded by Stiloski to convene into Closed Session @ 4:10 p.m.
Motion carried upon verbal voice vote. 5 ayes
Closed session
Proksch stated the Harbor Commission recommends Lee Rockwell to be hired and have Cletus Beaudin, Jim Schroeder and Gordy Olson go through the interview process; Zahn questioned why not interview Rockwell. Proksch stated that Lee gives 110%...Cletus not as hard of a worker and Jim can be rash with the customers; Stiloski stated that Cletus is one of the better ones as far as personality…not badge heavy like Jim; Schreiber questioned residency…all live in city except Cletus;
8. Moved by Wittkopf seconded by Stiloski to convene into Open Session @ 4:17 p.m.
Motion carried upon verbal voice vote. 5 ayes
Moved by Maas seconded by Zahn to follow recommendations of the Harbor Committee for interviewing the chosen candidates for the Harbor Master positions.

9. Discussion on request for a pay increase for Jim Wolfe who handles the surveying and staking needs for the city…the increase would help compensate for the miles he travels from Crivitz; Mayor Fulton stated that he asked Bob Mommaerts to put together a cost comparison if Wolfe was paid for mileage rather than given the hourly rate increase; The comparisons were based on Wolfe’s hours that were worked in 2010 which resulted in the amount of $3,608 for an hourly wage increase and $3,710 if mileage was paid; Mommaerts also added that a consulting firm would charge $75.00 – $ 85.00 per hour plus mileage; Wittkopf questioned if he was a certified surveyor…seems we have to have somebody go behind and survey again; Stiloski stated he thought that was quite an increase to be asking for and Schreiber agreed; Mayor Fulton stated that it was still cheaper than hiring a consulting engineering firm; Maas questioned if Wolfe shoots grades and if it includes the cost of a stick man; Wittkopf questioned if we would need a surveyor for Brazeau/Smith Ave. project; Mayor stated most of Brazeau Avenue is already done…Wolfe did it last year; Maas suggested getting proposals;
Moved by Maas seconded by Zahn to inquire on costs and availability of surveyors to perform the city’s surveying and construction staking needs.
Motion carried upon verbal voice vote. 5 ayes
10. Agenda items for next meeting : Governor’s Budget Bill, Oconto County Reporter as our paper for publications including help want ads, Harbor Master interviews
11. Moved by Stiloski seconded by Schreiber to adjourn. M/C
