Minutes of the Industrial Development Commission meeting held on Wednesday, June 24th, 2009 at city hall pursuant to notice duly given.
1. Meeting called to order at 8:03 a.m. by Chairperson Doeren.
2. Roll call: Dick Doeren, Joe Stiloski, Mike Trepanier, Howard Schaden, Wayne Bostwick, Vernon Panske, Ken DePouw and advisory members Jack Maas and Tom Fulton. Mayor Nerenhausen and Linda Belongia, Administrator and as recording secretary also present.
3. Moved by DePouw seconded by Stiloski to approve of the agenda as presented.
Motion carried upon verbal voice vote. 7 ayes
4. Moved by Panske seconded by Stiloski to approve and place on file as typed the minutes from the 6/2/09 meeting.
Motion carried upon verbal voice vote. 7 ayes
5. No correspondence or public input.
6. Discussion/possible recommendation/action on:
a. Mayor stated we (Mayor, Jack Maas, Belongia, Mrs. Brezinski and Atty.
Morrison) had a meeting to discuss the ROW acquisition to allow for the city’s proposed change in Hwy 22 and the needed property from
Brezinski’s. City stated we would like to acquire 20’ on the East end and 0’ on the West end; Brezinski wants 20’ all along their property; we again
countered with 20’ on East end and 0’ on West end; Atty. Morrison will
have something for the 7/7 Com of the Whole meeting.
b. Mayor stated the soil testing on 235 Cook Avenue is in progress.
c. & d. Possible petroleum area on 235 Cook Avenue site; Belongia reported on email from Lynn Scherbert, Ayres Assoc. Ayres will have
someone from their Madison office stops at the site and see if the well can
be repaired and if a sample can be taken for testing; Scherbert stated this
should be done within the next week;
e. Belongia stated the paperwork has been prepared to the DNR for closure on the chloride issue at 235 Cook Avenue. Ayres will submit this with the necessary permit frees to the DNR on the city’s behalf;
f. Mayor reported that a meeting was held on Monday, June 22nd with Champion, Ayres, Jack Maas, Belongia and Mayor in attendance;
Champion stated they will finish up the crushing by the end of the week;
Change order will be necessary for the former Egg Plant concrete and
crushing and hauling away the asbestos material; Mayor stated this will be
a wash out between the change order work and city not pursuing
liquidated damages;
g. Nothing further on development updates, waiting on results from soil boring testing.
h. Rasmussen property – 314 Brazeau Ave; Belongia reported that the county has started the process for taking the property by tax deed; notices
have been posted as Rasmussen never signed for the certified mailings
on this; County’s period for the posting will end on 9/10/09; At that time
Rasmussen has one year to buy the property back, till 9/10/2010; during
that time we as the city can raze the building; that charge can be placed as a special charge against the property; if Rasmussen wants to buy the
property back he would have to satisfy the razing costs;
Discussion; general verbal consensus of the IDC, let this run its course through county; Belongia instructed to contact County and have them
keep us posted on this property;
7. Next meeting date and future agenda items:
Maas stated there is a property on the south side of the city, in the Town of Oconto that was razed and the pile of debris is sitting an eyesore
coming into our city; Mayor stated we will have Ron Banach check on
who owns this property;
Doeren stated the property that Frank Bickel wants rezoned has soybeans planted in it;
