Minutes of the Plan Commission meeting held on Tuesday, August 11, 2009 at city hall pursuant to notice duly given.
1. Meeting called to order at 4:00 p.m. by Mayor Nerenhausen.
2. Roll call: Mayor Nerenhausen, Bob Bake, Kale Proksch, John Matravers, Tom Fulton and Mike Werner. Excused: Bob Mommaerts. Linda Belongia, Administrator as recording secretary also present.
3. Moved by Fulton seconded by Bake to approve of the agenda as presented.
Motion carried upon verbal voice vote. 6 ayes
4. No correspondence or public input.
5. Discussion/possible recommendation on:
a. Proposed sidewalk criteria as referred from the 8/4/09 Com of the Whole meeting. Mayor stated he thought this was resolved in 2006; need
ideas on how we want the sidewalk criteria to read; discussion on having
entire city pay for new and replacement sidewalks; Bake stated not fair to
have the whole city pay…he had to pay for sidewalk by his house…not in
favor of putting burden on everyone; Fulton stated just listening to the
debate here at the plan commission level, look at how the whole city
would handle this….would have a lot of issues…need to establish some
criteria; construction sidewalk work is a separate issue from establishing
sidewalk criteria;
4:10 p.m. Ron Banach arrived
Discussion on proposed criteria as drafted, where do we want
sidewalks…and where don’t we; leave existing sidewalks; removal of city
sidewalks should be recommended to council…any sidewalk issues
should be recommended from BPW to Council; general consensus…who
should pay…Fulton stated city should pay 100% for repairs and
replacement…Matravers agreed; Mayor questioned who should make determination on removal of sidewalks; verbal consensus the BPW should
make a recommendation to council; sidewalks should be left or put in on
an as needed basis; snow and ice removal should be responsibility of
property owner to remove;
Jim Lacourciere stated a couple of years ago Jeremy Wusterbarth said it would take eight hours to do all sidewalks; Mayor stated we should not be
getting into this; Lacourciere stated concern with Madison Street…sidewalk should be on south side to help kids get to school;
Mayor will do up a draft for sidewalk criteria based on the discussion held and bring to the next Plan Commission meeting;
b. Creating an ordinance regarding damage to property by tenants. Mayor stated Ron Banach got a copy of the City of Green Bay ordinance; Werner
stated how is this going to help…referenced personal issue he had as a
landlord; discussion;
Moved by Fulton seconded by Werner not to pursue creating an ordinance regarding damage to property by tenants.
Motion carried upon verbal voice vote. 6 ayes
6. Next meeting September 8th, 2009 at 4:00 p.m.
7. Moved by Bake seconded by Matravers to adjourn. M/C
