Plan Commission Minutes

Minutes of the Plan Commission meeting held on Tuesday, January 5th, 2010 pursuant to notice duly given.

1. Meeting called to order at 4:00 p.m. by Mayor Nerenhausen.
2. Roll call: Mayor Nerenhausen, Bob Mommaerts, Kale Proksch, Tom Fulton, Bob Bake, John Matravers and Mike Werner. Also present: Ron Banach, Bldg Inspector and Linda Belongia Administrator and as recording secretary.
3. Moved by Bake seconded by Werner to approve of the agenda as presented.
Motion carried upon verbal voice vote. 7 ayes
4. Public appearances/correspondence: Gene & Teri Berth present on behalf of the
Oconto ATV Club…will be meeting with the Park & Rec committee on 1/6/2010
and in March with the county forester working to develop a trail from Oconto to
Gillett…from Gillett could go all the way to Laona; way to bring tourism to our
community; Belongia referenced recommendation going to Council on 1/12 from
the Plan Commission going on record to support developing a trail near STH 22
and the Van Hecke underpass; Gene stated they will be bringing information to
the Park & Rec meeting on how the ATV Club can help with maintaining the
trail, etc; also will bring in maps showing routes thus far and what could be done;
5. Discussion/recommendation/action on:
a. Creating an ordinance to control off premise and directional signs along the new highway; Mayor referenced state statute that says we have authority to create signs along business route; Mayor recommended we delete our current sign ordinance and using the City of DePere’s ordinance develop a draft sign ordinance that Plan Commission can recommend to Com of the Whole; Mayor will schedule another meeting so we can get this developed to be ready to go to the Feb Com of the Whole meeting.
b. Discussion on amending and/or creating an ordinance for fees and signs for the multi-modal trail; Mayor recalled seeing some signs with verbiage on the sign on what the fine is for violating; Mayor will bring this back to the commission so a draft ordinance can be created.
c. Mayor stated Oconto County developed the multi-hazards mitigation plan; he and Jeremy Wusterbarth sat on the committee developing the plan; county is asking all municipalities in the county to adopt the plan that in the development looked at all possible hazards and analyzed how frequently the hazard could happen and how the hazard would be handled.
Moved by Bake seconded by Fulton to recommend to Com of the Whole adoption by resolution of the Oconto County 2009 Multi-Hazards Mitigation Plan.
Motion carried upon verbal voice vote. 7 ayes
6. Belongia asked to make a copy of the City of DePere’s sign ordinance and include that with the agenda for the next meeting scheduled for 1/26/2010 at 4 p.m. to work on a draft sign ordinance. Also on this agenda include drafting an ordinance regarding fines for misuse of the multi-modal trails.
7. Moved by Mommaerts seconded by Fulton to adjourn. M/C
