Plan Commission Minutes 10/6/09

Minutes of the Plan Commission held on Tuesday, October 6th, 2009 at city hall pursuant to notice duly given.

1. Meeting called to order 4:00 p.m. by Mayor Nerenhausen.

2. Roll call: Mayor Nerenhausen, Tom Fulton, Bob Mommaerts, Kale Proksch, Bob Bake and Mike Werner. John Matravers absent.
Also present: Ron Banach and Linda Belongia Administrator and as
recording secretary.

3. Moved by Fulton seconded by Bake to approve of the agenda as presented.
Motion carried upon verbal voice vote. 6 ayes

4. No correspondence or public input.

5. Discussion on proposed TID No. 4 project plan and establishing the public hearing date; Bake stated the acreage on map 1B is incorrect for the KCS
property, should be 6.31 acres and a copy of the CSM was provided for
the commission to review of this property; Belongia will have Map 1B
corrected; discussion on project plan document; list of projects and the
anticipated developments; exercising the ½ mile radius outside the
designated boundaries for TID No. 4; Banach explained the equalized
value of the parcels listed within the project TID is on real property…also
that the state assesses all manufacturing property; discussion on
developer’s agreements that would be in place and any funding provided
to a developer would only occur after the tax increment revenue is
generated, no revenue, no payouts to developers;
Moved by Fulton seconded by Werner to authorize that a public hearing
be scheduled for Tuesday, November 3rd, 2009 at 5:00 p.m. on the
proposed creation of TID No. 4.
Motion carried upon verbal voice vote. 6 ayes

6. Moved by Bake seconded by Fulton to adjourn. M/C
