Plan Commission minutes

Minutes of the Public Hearing and Meeting of the Plan Commission held on Tuesday, November 3, 2009 at city hall pursuant to notice duly given.

Mayor opened the public hearing at 5:05 p.m. before the Plan Commission on the proposed creation of a Tax Incremental District in the City of Oconto. All parties at the public hearing will be afforded a reasonable opportunity to express their views on the proposed project plan. The proposed project plan’s costs are expected to include cash grants by the city to owner’s lessees or developers of land within the district.

Victoria Bostedt, 224 Third Street, Oconto, WI questioned what a TIF district consists of;

Mayor explained what is being proposed; when district is created a base value is set and any increases in the value of that district after that remain within that district to cover improvements and infrastructure costs;

Justin Ingalls, 145 Van Dyke Street, Oconto, WI questioned if his property will be affected?

Mayor stated no; that the boundaries of the proposed district are shown in the plan and the law allows for a ½ mile jurisdiction outside the boundaries of the district to be included in the project plan for possible development and our plan shows the Cruiser Plant No. 2 property for that;

Ignalls stated it sounds like the district will be beneficial to whoever is going to be in it;


Hearing nothing further the Mayor closed the public hearing at 5:09 p.m.


1. Mayor called to order the meeting of the Plan Commission at 5:09 p.m.

2. Roll call: Mayor Nerenhausen, Tom Fulton, Bob Mommaerts, Bob Bake, John Matravers and Mike Werner. Kale Proksch excused. Linda Belongia, Administrator also present as the recording secretary.

3. Moved by Bake seconded by Werner to approve of the agenda as presented.
Motion carried upon verbal voice vote. 6 ayes

4. Moved by Werner seconded by Matravers to approve and place on file as typed the minutes from the 10/6/09 meeting.
Motion carried upon verbal voice vote. 6 ayes

5. No public input or correspondence

6. Discussion on proposed TIF No. 4; Belongia stated the Joint Review
Board (JRB) met on 10/28 and only correction was on introduction page
need to add “acres” after 27.3; other than that no other questions from the
JRB; Bake stated his only comment was that the map be amended to show the correct acreage for the Cruiser property; Belongia stated Mr.
Mommaerts has done this and the map has been corrected;

Moved by Fulton seconded by Bake to recommend to Council the creation of TIF District No. 4 with the boundaries as designated and the adoption of
TIF project plan as presented.
Motion carried upon verbal voice vote. 6 ayes

7. Commission will not meet on 11/10; next meeting will be 12/8/09 at 4 p.m. Belongia to let Jerry Beekman know this as he requested to meet with the
plan commission for discussion on the telecommunications tower.

8. Moved by Bake seconded by Matravers to adjourn. M/C
