5. Discussion on request for deferment of special assessment for parcel # 265-32-200112023, physical address 1015 Collins Avenue. Request from Mr. and Mrs. Arnold Coel for another deferment on the assessment for their property. Original assessment was for over 300’ of frontage they own on Collins Ave; in 2002 Council allowed the Coel’s to pay part of the original assessment based on 90’ of the total front footage, saying this was developed property as their home stands on this part of the footage; the Coel’s paid that portion of the assessment in full; the remaining amount $14,278.18 is due and owing on the remaining 237’ of frontage; Atty. Mraz stated council can amend prior assessments, our ordinance allows for this; also per Wis. Stats. We can defer assessments; Belongia stated that Mrs. Coel came in and paid the real estate portion of the 2009 taxes; what still remains unpaid is the first of eight installments that was put on that tax bill for the assessments of $14,278.18…the second deferment period ended in 2009 for the Coel’s; Belongia instructed to verify with the County Treasurer if the amt paid for 2009 can be applied to the real estate portion of the taxes…or does the special assessment get satisfied first; Belongia to report back and then Finance will make a recommendation to Com of the Whole on this issue.
