Minutes of the Wage & Personnel Committee meeting held on Thursday, January 14th, 2010 pursuant to notice duly given.
1. Meeting called to order at 3:45 p.m. by Chairperson Schreiber.
2. Roll call: Al Schreiber, Jack Maas, Jim Stiloski, John Wittkopf and Marlene Zahn. Advisory members to the DPS position also present: Ron Hayes and Dave Rosenfeldt. Mayor Nerenhausen and Linda Belongia Administrator and as recording secretary also present.
3. Moved by Maas seconded by Wittkopf to approve of the agenda as presented.
Motion carried upon verbal voice vote. 5 ayes
4. No correspondence or public input.
5. Discussion/possible action/recommendation regarding the applications received for the position of Director of Public Service. Belongia gave committee Atty. Mraz’s opinion…need to follow what our ordinance
requires…that the individual holding the DPS position must be a licensed
engineer; if we try to change and amend the ordinance deleting the reference to a qualification that the DPS must be an engineer, the
committee can do this, but recommends that we start the process over;
amending the ordinance first and then advertise all over again; discussion; moving forward with existing applicants we have; question raised on Bob
Mommaerts running for alderperson and applying for this job; Belongia
stated she discussed this with Atty. Mraz; As the clerk responsible for the election, cannot tell anyone they cannot run for public office; if Bob
Mommaerts wins the election and is the individual hired for the DPS
position he then would have to choose per Atty. Mraz which position he
would want to hold; discussion; two of the applicants have stated they are engineers;
Moved by Stiloski seconded by Maas to re-advertise for the position of Director of Public Service.
Motion carried upon verbal voice vote.
3 ayes: Stiloski, Maas & Schreiber. 2 no: Wittkopf and Zahn
Rosenfeldt stated he thought the ad should state the range for the salary;
Discussion.
Maas stated maybe we should look at the ordinance for this position.
Hayes stated having a resident engineer on staff will save us money;
consultants cost based on a % of the project; feels we should interview the
two candidates we have;
Maas stated agreement with consultant fees, but only having two applicants’ limits us;
Stiloski agreed with Hayes’s comments on engineers…referenced City of Superior not having a full time engineer;
Maas and Zahn rescinded the motion to re-advertise for the position of
DPS.
Motion was rescinded on a 4 ayes 1 no – Stiloski verbal vote.
Moved by Zahn seconded by Wittkopf to schedule for an interview candidates # 15 & # 19.
Motion carried upon verbal voice vote. 4 ayes 1 no – Stiloski
Rosenfeldt asked if he & Hayes would be part of the interview process. Mayor stated yes as advisory members.
6. Discussion on previous motion made to Com of the Whole to establish a policy that all seasonal employees be city residents. Belongia referenced
she discussed this with Atty. Kalny. Committee can do this, but some of
these seasonal employees work for the Street/Utility and the seasonal
workers language is referenced in the union contract…even though the
seasonal are not union. Discussion; Wittkopf stated he is looking at this for all new hires; Stiloski stated it should be for all seasonal
employees…has a hard time justifying not having tax payers kids get
employed by the city; Maas stated disagreement…where are we coming
from…city vs county…should treat all people the same; these students go
to our schools, participate in sports; Hayes stated we have a unified
school district; Belongia stated a lot of our seasonals are returnees who
know the job they are doing;
Belongia instructed to put recommendation on February Committee of the Whole as originally made, that all seasonals employees must be city
residents.
Moved by Stiloski seconded by Zahn to take a recess. Recess granted at 4:24 p.m.
Chairperson Schreiber resumed the meeting at 5:30 p.m. with all five Wage & Personnel members present. Also present pursuant to agenda
notice was the Police & Fire Commission members, Dick Olson, Ron
Hayes, Gene Berth, Steve Gering and Tim Longsine; Atty. Kalny and
Mayor Nerenhausen also present.
7. Chairperson Schreiber stated the Wage & Personnel Committee and
Police & Fire Commission may vote to convene into Closed Session
pursuant to notice duly given and as allowed by Wis. Stats. 19.85[c], [e] &
[g] for confirmation with legal counsel and for negotiation strategy.
Moved by Zahn seconded by Stiloski to convene into Closed Session at 4:31 p.m.
Motion carried upon verbal roll call vote. 10 ayes

8. Moved by Longsine seconded by Stiloski to reconvene into Open Session at 5:50 p.m.
Motion carried upon verbal voice vote. 10 ayes
9. Moved by Stiloski seconded by Maas to adjourn. M/C
