Minutes of the Oconto Board of Public Works committee meeting held on Monday,
September 27, 2010.

1. Meeting called to order at 6:00 p.m. by Chairperson Hayes
2. ROLL CALL: Ron Hayes, John Wittkopf and Mike Destache
Also present: Bob Mommaerts, Jeremy Wusterbarth and Victoria Bostedt
Excused: Scott Stewart Absent: Joe Stiloski
3. Moved by Destache second by Wittkopf to approve agenda as presented.
Motion carried upon verbal voice vote. 3 ayes
4. Moved by Wittkopf second by Destache to approve and place on file the minutes from August 30, 2010 meeting.
Motion carried upon verbal voice vote. 3 ayes
5. Correspondence: Mommaerts stated that he received a letter of resignation earlier in the day from Jim Younger; Hayes stated that we will plan accordingly and discuss at next meeting; Mommaerts stated Younger has been employed by the city for 33 years;
Public Input: Bostedt commented on the cleanup in May on North Park Avenue and how much junk was dumped out there…maybe there wouldn’t be that kind of situation if there was some place to dispose of these item without having to pay; Bostedt stated she has been approached by several people to ask about doing a city-wide cleanup…do different sections of the city at different times; Wusterbarth stated one of the issues with that is recycling…time consuming to sort what is junk and what is recyclable; Bostedt stated guidelines could be set before hand…can’t put out certain items; Wusterbarth stated the county is making easy to get rid of item…prices are very reasonable; Bostedt stated that 7 truckloads of junk were removed from North Park Avenue…if there was a way for people to rid of these items..; Wittkopf suggested opening up the transfer station for a couple of days; Wusterbarth stated maybe that could be done on a Saturday…backup box would have to be brought in…compactor can only handle so much at one time…a lot of work involved; Hayes stated past issue with city-wide cleanup was people from outside the city bringing things in…also the cost of it; Chamber of Commerce is planning on coordinating with other groups and spearheading a citywide cleanup…details haven’t been defined yet;
6. DISCUSSION/RECOMMENDATION/ACTION ON THE FOLLOWING:
a) Request from Park Board to approve proposed Phase 1 with marked bicycle lanes on appropriate streets;
Mommaerts stated he has no idea of the cost and how it will be paid for…a grant had been applied for and looks like it will be approved; Hayes questioned if Mommaerts and Wusterbarth have come up with any numbers as far as cost; Mommaerts stated there are several phases, just requesting approval of Phase 1; Wittkopf questioned if whether it is approved or not has any impact on the grant; Mommaerts stated that it does not;
Moved by Wittkopf second by Destache to table until next meeting when Proksch can address the committee regarding the city bike trails;
b) Evergreen Street/Cook Avenue intersection layout;
Mommaerts submitted a copy of the map of the intersection showing how Council wanted curb returns put it on Cook Avenue; Mommaerts stated if Cook Avenue gets abandoned they would have to tear out about 100 feet…just wanted commission to be aware…doesn’t agree with it, but drew up like he thought Council wanted it; Hayes stated we can always put in later if needed but why put it in and end up ripping it back out…would look really bad if we go through that expense;
c) Moved by Wittkopf second by Destache to recommend to Committee of the Whole to approve request from Chamber of Commerce to Close Park Avenue from Main Street to Madison Street and Main Street from Park Avenue to Erie Avenue on Saturday, December 11, 2010 for a Christmas Parade.
Motion carried upon verbal voice vote. 3 ayes
d) Moved by Wittkopf second by Destache to recommend to Committee of the Whole to approve final pay request from United Construction for Contract OC-10-D, curb and gutter and sidewalk construction in the amount of $1,562.70;
Motion carried upon verbal voice vote. 3 ayes
e) Award of bid for Contract OC-10-E, sidewalk construction on southeast side;
Mommaerts stated that United Construction came in with the low bid of $74,133.00…only $57,541.00 in budget; Mommaerts proposes that once we get going decide what is necessary to hold within budget…can take care of rest of sidewalk removal in-house…will do change order to reflect budgeted amount;
Motion by Wittkopf second by Destache to recommend to Committee of the Whole to approve sidewalk construction on the southeast without exceeding budgeted amount of $57,591.00;
Motion carried upon verbal voice vote. 3 ayes
f) Hayes stated they held a brief meeting with Tom Des Jarlais, Supervisor from the Town of Little River…would like to turn portion of County S to the city; Town of Little River is offering $1,100.00 per year to maintain, with the condition that the road will be rebuilt before hand;
Motion by Wittkopf second by Destache to recommend to Committee of the Whole to approve tentative maintenance agreement with Town of Little River for 0.5 miles of Old Highway 41 from north city limits to County Highway S;
Motion carried upon verbal voice vote. 3 ayes
7) Moved by Wittkopf second by Destache to approve the reviewed accounts payable reports in the amount of $29,944.32;
Motion carried upon verbal voice vote. 3 ayes
Cool The revenue/expense guidelines were reviewed and approved.
9) Next meeting: October 25, 2010.
10) Moved by Destache second by Wittkopf to adjourn. M/C
Meeting adjourned at 6:55 p.m.
