Meeting minutes of the Community Enrichment Committee held on 3/7/2011

1.) Meeting called to order @ 8:30 a.m. by member Maas.
2.) Roll Call: Members Present: Mayor Fulton, Jack Maas, Al Schreiber, Jack Mlnarik, Dale Carper, Ron Banach. Others Present: Suzanne Schwanz.
3.) Approve of agenda: Motion by Schreiber second by Maas to approve of the agenda as presented. 5 ayes. M/C
4.) Correspondence/public input: Suzanne Schwanz was representing Mark Kohlmann at 171 Mott Street. Asking for an extension on the building permit for another 60 days. Is there any progress? Inside the house there has been, for the roof the temperature needs to be 37 or warmer for the adhesives to stick. There is heat in the house. Would like to have Ron the building inspector to do a walk thru before giving an extra 60 days. Motion by Schreiber second by Chief Carper to refer to the City Attorney for the extra 60 days and for Ron Banach to get a report on the progress. 5 ayes. M/C
5.) Discussion/approval of minutes from 2/14/2011: Motion by Schreiber second by Chief Carper to approve of the minutes from 2/14/2011 as presented. 5 ayes. M/C
6.) Discussion/possible action/recommendation on:
a.) 405 First Street: Mayor had sent an email to Mr. Bayer and has not heard from him yet. The email stressed various points regarding the property.
b.) Portman properties: Ron had talked to Mr. Portmann regarding Superior Avenue property, the cars parked in the yard, junk on the deck. Mr. Portmann was to go there on Saturday and talk to the tenants on this if he did or not, not sure. Need to start writing citations daily. Have to wait 10 days from the notice before can write a citation. If there is nothing going on write a citation, Mr. Portmann has been given a list of the things that need to be done, if not getting done write the citation. Motion by Schreiber second by Chief Carper to have building inspector to see City attorney for violations as soon as possible on the Portmann properties.
c.) Correspondence RE: Oconto Redevelopment Strategies: Received correspondence from Kristen Fish of Redevelopment Resources. The loan programs could be administered by city staff or the city can hire a firm. Ms. Fish is willing to come and talk with us. Maybe should have other committees here also, IDC & the redevelopment committee. Set meeting for April 27, 2011 the time to be set later. Motion by Chief Carper second by Schreiber to tentatively set a meeting with Community Enrichment Committee, IDC, Redevelopment Committee and with Ms. Fish. 5 ayes. M/C
d.) Report by Chief Carper on Parking Ordinances: Reviewed not much to bring to meeting. How do we regulate parking on private property? The ordinance reads new homes built have to provide parking. Can change the current ordinance so property owners cannot park on the yard. Talk to city attorney, some way to regulate the parking in yards. Motion by Schreiber second by Maas to have City attorney Frank Calvert @ the next meeting for recommendations on the parking ordinance. 5 ayes. M/C
