W&P Minutes

Minutes of the Wage & Personnel meeting held on Wednesday, December 2nd, 2009 at city hall pursuant to notice duly given.

1. Meeting called to order at 5 p.m. by Chairperson Schreiber.

2. Roll call: Al Schreiber, Marlene Zahn, Jim Stiloski and John Wittkopf.
Jack Maas was excused. Also present Ron Hayes, BPW Chairperson, Dave Rosenfeldt, President OUC, Mayor Nerenhausen and Linda
Belongia, Administrator and as recording secretary.

3. Moved by Stiloski seconded by Zahn to approve of the agenda as presented.
Motion carried upon verbal voice vote. 5 ayes
4. No correspondence or public input.

5. Moved by Stiloski seconded by Zahn to approve as typed and place on file the minutes from the 11/19/09 meeting.
Motion carried upon verbal voice vote. 5 ayes

6. Discussion on applications received for the Director of Public Service position; need to determine salary for the position before doing the interviews; advertisement stated the duties of this position would include
being the city engineer; Mayor stated we need a registered engineer.
Discussion on summary of 28 applications received;
Verbally the committee selected application # 2, 15, 16, 17, 18, 19, 21, 24, 25 & 28.
Moved by Stiloski seconded by Zahn to authorize Belongia to make copies of the resumes for the selected candidates and schedule the next meeting
for 12/16/09 at 4:30 p.m. to decide on how many will be selected for an
interview.
Motion carried upon verbal voice vote. 5 ayes

7. Discussion on residency for part-time employees. Schreiber stated this has come up before; concern on not giving the seasonal positions to city
residents; Belongia stated that some of the returnee LTE’S have been
returning employees that are trained and know the job requirements;
Stiloski stated he has received complaints from citizens on the hiring of
non residents; Stiloski also addressed the harbor masters and one not
being a Wisconsin resident; Belongia stated he is a seasonal resident the
same as our campground manager; Wittkopf stated he has concern on
the harbor master as well collecting mileage for picking up the boat launch
money; Mayor stated the campground manager has been working for the
city for sometime and we may have to look at the positions and residency;
Stiloski stated it should be the same for all; lots of people are still laid off
from Cruisers;
Moved by Wittkopf seconded by Zahn to recommend that new hire part- time employees be city residents.

Further discussion. Belongia suggested the committee get input from
Atty. Kalny on this residency issue; Hayes stated these are limited term
positions with no guarantee of being rehired;

Wittkopf and Zahn withdrew motion.

8. Next meeting for review of the resume’s, 12/16/09 at 4:30 p.m. and Hayes and Rosenfeldt are also invited to this meeting.

9. Moved by Stiloski seconded by Zahn to adjourn. M/C
