Minutes of the Harbor Commission meeting held on Wednesday, March 24th, 2010 at city hall pursuant to notice duly given.

1. Meeting called to order by Chairperson Ken Hayes at 4:00 p.m.
2. Roll call: Ken Hayes, Dick Doeren, Willie Pries, John Mick and Ellis Mercier. Also present: Mayor Nerenhausen, Kale Proksch, Bob Mommaerts, Cletus Beaudin, Roger Reed and Linda Belongia Administrator and as recording secretary.
3. Moved by Doeren seconded by Pries to approve of the agenda as presented.
Motion carried upon verbal voice vote. 5 ayes

Hayes asked that the next agenda include disc/approval of minutes and include copies for commission review.

4. No Public Input.
5. No correspondence

6. Discussion/possible recommendation/update on:
a. Change order for Docks. Previous meeting recommendation on change order was to go from a 4’ to 6’ width on both of the 50’ docks at total cost of $3,500; the costs was actually $3,500 each for a total of $7,000;
Moved by Pries seconded by Mercier to recommend to Finance the change order to allow the increase from 4’ to 6’ on both of the 50’ docks for a contract increase of $7,000.
Motion carried upon verbal voice vote. 5 ayes

b. Discussion on the concrete color; contingency was built into this project, but too soon to tell if we will have any of those funds remaining; Mommaerts stated that the U piling vs. V piling and one vs. two bolts; we are meeting next week with McMullen & Pitz, will be additional costs for putting in second bolt, but this is needed…estimated contract increase of $9,600; Mayor stated using regular colored concrete along the existing seawall and possibly colored along the new if we can afford it…could also do the jetty area; Mercier questioned if this concrete will be stamped? Mayor stated no; Mick stated he feels we can do more using any remaining funds better for landscaping…rather than spending it on colored concrete; Pries stated it would look nice, if we could afford it; Hayes agreed with Mick’s comment; Mayor suggested going with regular concrete along existing seawall; Hayes stated we need to make a decision on this now as this work is part of Phase 1; Pries stated more people will see the colored concrete in the Phase 1 work vs. Phase 2…should be all colored or none; Hayes agreed monies could be better spent elsewhere on the project and Mercier agreed;
Moved by Mick seconded by Mercier to go with standard concrete for the project.
Motion carried upon verbal voice vote. 5 ayes

c. Special Event Permit Application. Proksch stated the Mayor, Belongia and he met with Atty. Mraz to review the draft of the special event application; some minor changes were suggested by Atty. Mraz and have been implemented; Proksch a stated this has been approved already by the Park & Rec committee; this form will get everyone on the same page…charge for the event could be a monetary fee or in kind service donated back such as what Lt. League does in helping with the maintenance of the ball diamonds;
Moved by Mick seconded by Pries to recommend to Council approval of the Special Event Permit Application.
Motion carried upon verbal voice vote. 5 ayes

d. Discussion on fishing tourney/Oconto Walleye. Jim Coon from TFM promotions present; Belongia updated committee on request from our insurance carrier that the group or club selling beer and or/wine coolers must provide the city with a liquor liability certificate of insurance; discussion on food vendor…do they also need a license from state to sell food? Need to check on this; this was referred back to the Harbor Commission to come back to Council with a recommendation on the overall cost to the city for this tournament; Lodging one night, four rooms – Riverview Inn $64 and Oconto Motel $41 per Doeren; Coon stated with 25 entries x $200 entry fee = city would receive $5,000; out of that our expenses would be75% payout back in prize money of $3,750; TFM promotions fee of $1,900; plus the hotel rooms 4 rms @ $64; discussion on payout for prize money; Belongia informed commission of discussion had with city’s auditors who stated city should not be involved; if we are then prize money needs to be on city checks and done through our normal accts payable process; auditor suggested the winners be given a “fake” check or voucher and check could be mailed; Coon stated the winners want to go home with their winnings; if TFM promotions issues the checks then he has to pay taxes on that money; discussion on commission not having authority to waive launching fees or pavilion rental fees…these are set by ordinance and only council can grant this;
Moved by Mick seconded by Doeren to recommend to Council approval of the Oconto Walleye Classic estimating 25 boats at an entry fee of $200 = $5,000; of that $3,750 will be paid out in prize money with a voucher being given to the winners and checks will be issued through the normal city process and mailed; 4 hotel rooms for one night at $64 each; food and beverage vendor to provide own certificate of insurance to the city; and the costs of $200 for this tournament and the mailing fees. Harbor Commission will evaluate the tournament after the event and determine the future of holding such a tournament again.
Motion carried upon verbal voice vote. 5 ayes

e. Proksch stated the big willow tree has two large branches that will need to be pruned as recommended by Ranger Services; this is a black willow tree…should this tree be taken down…now during the construction would be the time to have it done; Pries stated it is a nice shade tree; Mommaerts stated they are a very messy tree;
Verbal consensus to have Proksch take this to the Forestry Committee with no recommendation from Harbor Commission and let them decide on the willow tree.

f. Roof. Proksch received four quotes on putting on a metal roof on the
Harbor master’s building; United Const $2,665 for both exposed rivets
and Seamed metal; Stock & Stellmacher $2,950 with exposed rivets;
Steffens $3,600 with exposed and $4,800 with seamed metal; Discussion
on current roof on bldg; Pries suggested we look at the shingle
vendor…Certainteed? Beaudin stated those shingles were put on 5-7
years ago; Belongia will investigate and report back at next meeting;

g. Boat docks/city docks; Proksch stated the old docks behind shed staff putting on floats and will be putting one in at city docks and the other at the breakwater; Pries stated the ramps at breakwater appear that the spaces are getting pretty big; Proksch will check on this;

h. Discussion on ideas to get boats into harbor; Proksch stated as of right now we have three boat slips rented; sent letters out twice to the seasonal renters we had in the past going back to 2004…not making much response; discussion on list obtained last year; Pries suggested we look at giving away one free slip to try and get boaters to come; Mercier suggested contacting local media for some press coverage; Mick stated we need to find target…will result in long term payoff…mailings are good…have to hit people repeatedly; possibly we need to look at establishing some weekly rates for slip rentals; we now only have daily and seasonal; Mercier stated he feels the trolley system we’re trying to get is a great idea…get the boaters here and with a trolley they can get around…will help the harbor commission in marketing the breakwater marina; need to promote that we have 50’ docks available for use; Mick suggested contacting other public marina’s to see if they would provide us a list of boaters who have used their facility;

i. Ideas for special events to be held at the breakwater were tied into discussion with agenda item “h”. Pries suggested we get dialogue going now for next year; Doeren suggested we contact music groups, with the walleye tournament make more of that weekend than just the tournament…gear up to make more of this weekend; Hayes stated Cruiser’s marketing employees expressed interest on using our breakwater facility to host smaller dealer shops;

j. Memorial/donation form. Proksch suggested memorials could be benches for the harbor area.

7. Have on next meeting agenda discussion/recommendation to council on waiving fees for Oconto Walleye tournament.
