This will be an open meeting and notice has been given to the public at least twenty-four (24) hours prior to the meeting by forwarding the complete agenda to the Oconto County Reporter. Copies of the agenda were available for inspection at the office of Administrator. The agenda can also be found on the City of Oconto website: www.cityofoconto.com.

5:15 p.m. Finance Committee will meet in the Conference Room for the following agenda. (Committee members are: Jack Maas, Dick Doeren, Joe Stiloski, Jim Lacourciere and Ed Young. New incoming member is Tom Fulton)

3. Approval of agenda
4. Correspondence/public input
5. Discussion/recommendation on recommendation from Park & Rec to
approve of purchase of back stops for ball diamonds from Fortress
Fence for $8,120 which will be cost shared with Lt. League.

6. Discussion/recommendation on recommendation from Police & Fire Commission to allocate up to $10,000 for an audit of the Police
Department.

7. Committee may vote to convene at approx 5:35 p.m. into Closed Session pursuant to notice duly given and as allowed by Wis. Stats.
19.85(1) (e) for consideration on recommendation from Industrial
Development Commission on RLF # 09-01.

8. Committee may vote to reconvene at approx 5:55 p.m. into Open Session pursuant to Wis. Stats. 19.85(2) for the remainder of the
agenda.

9. Discussion/recommendation to Council regarding RLF # 09-01.

10. Adjournment

7. Presentation by Dale Mohr – Community of Choices

8. Discussion/action on:

a. Recommendation to approve of purchase of back stops for ball
diamonds from Fortress Fence for $8,120 which will be cost shared
with Lt. League.

b. Recommendation to allocate up to $10,000 for an audit of the
Police Department.

9. Council may vote at approx. 6:45 p.m. to convene into Closed Session pursuant to notice duly given and as allowed by Wis. Stats.

10. Council may vote at approx. 7:00 p.m. to reconvene into Open Session pursuant to notice duly given and as allowed by Wis. Stats.
19.85(2) for the remainder of the agenda.

11. Discussion/action on RLF #09-01.

12. Recommendation from Police & Fire Commission to amend the residency ordinance to include that the Police Chief and Fire Chief
also must reside in the City of Oconto.

13. Adjournment of the Old Council, sine die.

6. Alderperson Heier Reading of Motion # 1 – Dates & Times of
Meetings

7. Alderperson Zahn Reading of Motion # 2 – Adoption of Roberts
Rules of Order

8. Alderperson Doeren Reading of Motion # 3 – Rules governing
resolutions & ordinances.

9. Alderperson Maas Reading of Motion # 4 – Process for payment of
Invoices.

10. Alderperson Fulton Reading of Motion # 5 –That the Administrator has the authority by Ordinance Sec 3-2-12(b) to place any delinquent
special charges for current services on the current or next tax roll as a
delinquent tax against the property.

11. Alderperson Young Reading of Motion # 6 – That the Oconto County Reporter be declared the Official Newspaper for the City of
Oconto publishing the council proceedings and for all other notices.
The publisher is to furnish a copy of said paper to the elected officials
and department heads that are now being furnished one.

12. Alderperson Stiloski Reading of Motion # 7 - Designation of
Committee of the Whole as the Board of Health for the City of
Oconto.

13. Resolution designating public depositories and withdrawals for
the City of Oconto.

14. Nominations for Council President

15. Vote for Council President

16. Discussion/approval of standing committees of the Council as
recommended by the Mayor.

17. Discussion/approval of appointments/reappointments for
commissions and committees as recommended by Mayor.

18. Discussion/action on upcoming Davis & Kuelthau and League
dinner meeting and new official’s workshop.

19. Committee of the Whole meeting, Tuesday, May 5th, 2009.
