Joint Review Board Minutes

Minutes of the Joint Review Board meeting held on Tuesday, December 08, 2009 at city hall pursuant to notice duly given.

1. Meeting called to order by Mayor Nerenhausen at 9 a.m.
2. Roll call: Mayor Nerenhausen, Ron Hayes, Sara Croney, Kevin Hamann and Karen Landvatter. Linda Belongia Administrator and as recording secretary also present.
3. Moved by Hayes seconded by Croney to approve of the agenda as presented.
Motion carried upon verbal voice vote. 5 ayes
4. Moved by Croney seconded by Hayes to accept as typed and place on file the minutes from the 10/28/09 JRB meeting.
Motion carried upon verbal voice vote. 5 ayes
5. No correspondence or public input.
6. Discussion pursuant to Wisconsin Statutes 66.1105(4m) (b) (1), (2) and (4m) the Joint Review Board will:

a. Review the Project Plan as to specific items that constitute the project costs, the total dollar amount of the project costs to be paid with the tax
increments and the amount of tax increments to be generated over the life
of the District, as shown in Section VII on page 11 of the project plan.


Belongia stated working with Atty. Speckhard our legal counsel from Quarles & Brady using what has been discussed with the developer for
the proposed residential facility and the maximum cash grant that could be
approved by council, any other proposed developments would follow that
same maximum cash grant amount of 17% contingent that a developers
agreement is approved by the council.

b. Review of the value increment when the project costs are paid in full and TID No. 4 is terminated as shown on Page 13 of the Project Plan.
Discussion on how the value added amounts were generated; Belongia stated based on two potential developers meeting with the city expressing
their visions for development on the property;

c. Discussion on any reasons why the project costs may not or should be
paid by the owners of property that benefits by improvements within TID
No. 4. Hayes stated based on the projects, the improvements will be covered by the TID increments;

d. Discussion on share of the projected tax increments estimated to be paid by the owners of property that benefit by improvements within TID
No. 4. Hayes stated the estimates as stated earlier are based on what proposed developers have expressed interest in developing;

e. Review of increment value when the project costs are paid in full and TID No. 4 is terminated as shown on page 13 of the project plan.

f. No additional discussion on benefits that the owners of taxable property in the overlying taxing jurisdictions will receive to compensate them for
their share of the projected tax increments.

7. Discussion on the draft resolution approving TID No. 4. Belongia stated that the Common Council at the 12/1/09 meeting approved of the
Resolution Approving the Project Plan for TID No. 4 and the Resolution
Creating Tax Incremental District No. 4.
Moved by Hayes seconded by Landvatter to approve of the Resolution of the Joint Review Board Approving Tax Incremental District Number 4 of
the City of Oconto, Wisconsin.
Motion carried upon verbal voice vote. 5 ayes

8. Mayor Nerenhausen thanked the members for serving on the JRB creating TID No. 4
